Concise account of a growing Islamist threat, which is active across West Africa
Unlike much of the existing literature on organised crime, this book is less focused on the problem per se as it is on understanding its implications. The latter, especially in fragile and conflict regions, amount to strategic challenges for the state. Whereas most commentators would agree that criminal activities are harmful, this volume addresses the questions of ‘how?’, ‘for whom?’ and, controversially, ‘are they always harmful?’ The volume is authored by experts with multi-year experience analysing criminal and other non-state activities. They do so through different lenses - conflict and security, development, and technology - engaging academics, practitioners and policy makers. They offer a comprehensive integrated response to the challenges of transnational organised crime beyond traditional law-enforcement driven recommendations.
This Adelphi argues that the present enforcement regime is not only failing to win the 'War on Drugs'; it is also igniting and prolonging that conflict on the streets of producer and transit countries.
This book examines the changing dynamics of stabilisation efforts in the Middle East and North Africa. Written by recognised scholars and practitioners in the field, this volume provides a rich overview of the broader spectrum of stabilisation. The topics range from a comprehensive set of lessons learned in Afghanistan and Iraq to transitional justice and reconciliation efforts in Tunisia and international attempts to protect the region’s cultural heritage. Ultimately, this edited collection presents a comprehensive look at the attempts to increase stability in the MENA region.
"Human trafficking" brings to mind gangsters forcing people, often women and girls, to engage in dangerous activities against their will, under threat of violence. However, human trafficking is not limited to the sex trade, and this picture is inadequate. It occurs in many different industries---domestic service, construction, factory labour, on farms and fishing boats---and targets people from all over the globe. Human trafficking is a much more complicated and nuanced picture than its common representations. Victims move through multiple categories along their journey and at their destination, shifting from smuggled migrant to trafficking victim and back again several times. The emergence ...
The primary objective of this book is to understand the nature of the Boko Haram insurgency in northeast Nigeria. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insu...
Northern and central Nigeria are engulfed in a violent insurgency campaign waged by Jama'atu Ahlis Sunnah Lidda'awati w'al Jihad, a.k.a. 'Boko Haram', and more recently, its splinter group 'Ansaru'. From its inception an inward-looking, almost parochial, movement, Boko Haram, and even more so Ansaru, have now showed clear signs of regionalization, expanding their operations across West Africa and forging links with al-Qaeda affiliated groups. Boko Haram's stated aim is to Islamize Africa's most populous country but, like earlier Nigerian Islamist groups, of which there is a long tradition in the Sahel, the discontent prompting young Nigerians and other young West African Muslims to join the ...
Written in the middle of a pandemic, this book examines the effect of COVID-19 on regional and global security threats in the first 18 months of the crisis. Throughout history, epidemics have disrupted human civilisations, changed the structure of societies, decided the outcome of wars and prompted incredible technological innovation. Despite massive progress in science, institution-building and cooperation over the past 100 years, COVID-19 has revealed the weaknesses of a world under-prepared for a new disease – that had been widely expected and long overdue! This edited volume brings together leading security experts from Africa, Asia, Europe, the Americas and the Middle East to share their analysis of the COVID-19 outbreak and its impact on major security threats, including the rise of terrorists and criminal networks and global power politics. The book highlights important lessons learnt from all corners of the planet, in particular the need for cross-sectional, regional and international cooperation and solidarity when it comes to facing any transnational security threat that does not respect political boundaries.
Jihadist narratives have evolved dramatically over the past five years, driven by momentous events in the Middle East and beyond; the death of bin Laden; the rise and ultimate failure of the Arab Spring; and most notably, the rise of the so-called Islamic State. For many years, al-Qaeda pointed to an aspirational future Caliphate as their utopian end goal - one which allowed them to justify their violent excesses in the here and now. Islamic State turned that aspiration into a dystopic reality, and in the process hijacked the jihadist narrative, breathing new life into the global Salafi-Jihadi movement. Despite air-strikes from above, and local disillusionment from below, the new caliphate h...
