Civil Defense in Japan

In 2004, Japan instituted a system to protect citizens against military attacks and terrorism for the first time after World War II. Faced with the Tokyo subway attack (1995), the 9/11 terrorist attacks (2001), and the changing security environment in East Asia, the Japanese government was forced to implement the most extensive reform of its domestic crisis management ["kiki-kanri"] system in the postwar era. Japan’s civil defense system is now called civil protection ["kokumin-hogo"]. Two world wars in the 20th century led to the development of national institutions based on civil defense in Western democratic countries (including the United States and Canada). As times have changed, most...

New developments in the Asia Pacific are forcing regional officials to rethink the way they manage security issues. The contributors to this work explore why some forms of security cooperation and institutionalisation in the region have proven more feasible than others. This work describes the emergence of the professions in late tsarist Russia and their struggle for autonomy from the aristocratic state. It also examines the ways in which the Russian professions both resembled and differed from their Western counterparts.

Pulse and Synchro-Photon Electronics

Pulse and Synchro-Photon Electronics

This book presents the theory of large-signal nonlinear impulse processes occurring in bipolar and field-effect transistors with a Schottky gate, collapse TRAPATT and tunnel diodes, superlattices, and double heterojunction lasers. It evaluates the maximum speed of impulse operation of these elements and experimentally constructs the generation of pulse oscillations with a repetition frequency of up to 1, 2 and 4 GHz. Original or adapted methods of mathematical modeling of processes provide an opportunity to obtain quantitative dependencies of generated pulse parameters, while the book also details the synchro-photon effect. In addition, as shown here, when a semiconductor element is switched on by an electric pulse, and at the same time a pulse of photons synchronously illuminates it, an effect occurs which increases the switching speed of the element by an order of magnitude. At the same time, the switching transient characteristic is shortened by 10 times or more. After applying this effect in pulse generators in the gigahertz frequency range, an increase in the repetition frequency of the generated oscillations is possible.

Sino-Japanese Relations

Sino-Japanese Relations

Sino-Japanese relations are crucial for the entire East Asian region and beyond. With both countries among the five biggest economies in the world, and being highly interdependent, the bilateral relationship is of key importance not only for economic cooperation and prosperity in the region but in a larger global perspective. Moreover, Sino-Japanese political and military relations are central to the regional security of Northeast Asia. Any deterioration in relations has the potential to generate conflicts with far-reaching consequences. Accordingly, conflict prevention and conflict management in Sino-Japanese relations are of vital concern to the international community. In the past decade,...
