This book constitutes the joint refereed proceedings of the 5th CCF Conference on Natural Language Processing and Chinese Computing, NLPCC 2016, and the 24th International Conference on Computer Processing of Oriental Languages, ICCPOL 2016, held in Kunming, China, in December 2016. The 48 revised full papers presented together with 41 short papers were carefully reviewed and selected from 216 submissions. The papers cover fundamental research in language computing, multi-lingual access, web mining/text mining, machine learning for NLP, knowledge graph, NLP for social network, as well as applications in language computing.
Malta has experienced an impressive recovery from the pandemic and demonstrated resilience to shocks resulting from Russia’s invasion of Ukraine. With weaker growth in Europe and waning post-pandemic pent-up demand, staff expect growth to decelerate somewhat but continue to expand by 61⁄4 percent in 2023 and 5 percent in 2024, among the highest in Europe. Persistent inflationary pressures are expected, while concern has risen about growing capacity constraints. The financial system has demonstrated resilience to successive shocks.
Malta’s economy rebounded strongly from the pandemic. However, the indirect impact of Russia’s war in Ukraine, including the anticipated slowdown in the European economy, high and volatile global energy prices, rising import costs, and weakened public finances following the pandemic are weighing on the outlook. The Maltese economy is expected to slow from 61⁄4 percent this year to 31⁄4 percent in 2023. The financial system has proved to be resilient to the pandemic with ample capital and liquidity buffers. In June 2022, the Financial Action Task Force (FATF) removed Malta from its grey list of anti-money laundering and combatting the financing terrorism (AML/CFT) framework.
The Spanish economy has been resilient to successive shocks, whose effects were mitigated by unprecedented policy support that is now being phased out. The labor market performance has been exceptionally strong, and some of its perennial deficiencies—most notably the large share of temporary workers and high unemployment—have eased. Growth is projected to reach 2.4 percent in 2024, and headline and core inflation are expected to converge close to the ECB’s target before mid-2025. Risks have become more balanced but are still tilted to the downside for growth and the upside for inflation, including predominantly domestic risks (political fragmentation, under-execution of NGEU spending) but also global risks (energy price volatility, geopolitical risks, geo-economic fragmentation).

Explores the religious, political, and cultural significance attributed to music in early China. In early China, conceptions of music became important culturally and politically. This fascinating book examines a wide range of texts and discourse on music during this period (ca. 500100 BCE) in light of the rise of religious, protoscientific beliefs on the intrinsic harmony of the cosmos. By tracking how music began to take on cosmic and religious significance, Erica Fox Brindley shows how music was used as a tool for such enterprises as state unification and cultural imperialism. She also outlines how musical discourse accompanied the growth of an explicit psychology of the emotions, served as a fundamental medium for spiritual attunement with the cosmos, and was thought to have utility and potency in medicine. While discussions of music in state ritual or as an aesthetic and cultural practice abound, this book is unique in linking music to religious belief and demonstrating its convergences with key religious, political, and intellectual transformations in early China.
While the near-term priorities are national defense and macroeconomic stabilization, gradually incorporating climate change considerations into policy design will become increasingly important after the war and into the long term. As regards climate change adaptation, investments will need to be made with a view to maintain long-term debt sustainability. Policy reforms will also be needed to move to a low-emissions economy to deliver international commitments and achieve the broader objective of European Union accession. Potential exists to deliver on climate priorities alongside implementing recovery and reconstruction efforts, while maintaining macroeconomic stability, and ensuring social protection and equity.
