ASEAN and Human Trafficking
Trafficking in persons is a serious crime that affects the human rights, dignity and integrity of all its victims including women, men, and children in the Association of Southeast Asia Nation (ASEAN) region. ASEAN has made efforts to fight human trafficking through inter alia the establishment of regional counter-human trafficking laws and human rights bodies to establish best norms and practices for its member countries. Nevertheless, the International Labour Organization (ILO) recently declared that there are more than 11.7 million forced labor victims in the Asia-Pacific region encompassing the biggest concentration of forced labour victims in the world. This volume reviews the achievements and the deficiencies of ASEAN’s counter-human strategies at the national and regional level. It offers suggestions for the reform of ASEAN's anti-trafficking laws and for the creation of a regional anti-trafficking human rights body specialized in preventing human trafficking, promoting equal protection of all trafficking victims, and prosecuting human traffickers.
Defence Planning and Uncertainty
How can countries decide what kind of military forces they need, if threats are uncertain and history is full of strategic surprises? This is a question that is more pertinent than ever, as countries across the Asia-Pacific are faced with the military and economic rise of China. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.
Hedging Strategies in Southeast Asia
Introducing a re-conceptualized comprehensive hedging framework, this book analyses the relations of the Association of Southeast Asian Nations (ASEAN), Malaysia, the Philippines, and Vietnam with China in the context of the Belt and Road Initiative (BRI) and the South China Sea dispute. Ten years after the 9/11 attacks this book reassesses the effectiveness of the "War on Terror", considers how al-Qaeda and other jihadist movements are faring, explores the impact of wider developments in the Islamic world such as the Arab Spring, and discusses whether all this suggests that a new approach to containing international, especially jihadist, terrorism is needed. Among the book’s many richly argued conclusions are that the "War on Terror" and the invasions of Afghanistan and Iraq have brutalised the United States; that the jihadist threat is not one, but rather a wide range of separate, unconnected struggles; and that al-Qaeda’s ideology contains the seeds of its own destruction, in that although many Muslims are content to see the United States worsted, they do not approve of al-Qaeda’s violence and are not taken in by the jihadists’ empty promises of utopia.
Negotiating with North Korea
