Yet while contemporaries were cognizant of these global connections, historiography has been largely limited to analysis of the nation-state. A century later, this book discusses the transnational dimension of the numerous upheavals, rebellions, and violent reactions on a global level that began with 1917. Experts from different continents contribute findings that go beyond the well-known European and transatlantic narratives, making for a uniquely global study of this crucial period in history.
The development of aviation in Mexico reflected more than a pragmatic response to the material challenges brought on by the 1910 Revolution. It was also an effective symbol for promoting the aspirations of the new elite who attained prominence during the war and who fixated on technology as a measure of national progress. The politicians, industrialists, and cultural influencers in the media who made up this group molded the aviator into an avatar of modern citizenship. The figure of the pilot as a model citizen proved an adept vessel for disseminating the values championed by the official party of the Revolution and validating the technological determinism that underpinned its philosophy of development. At the same time, the archetype of the aviator camouflaged problematic aspects of the government’s unification and development plans that displaced and exploited poor and Indigenous communities.

David Moffette analyzes Spain’s processes of immigration governance and reveals the complicated series of legal obstacles facing many migrants. Differential access to border mobility is a central concern of contemporary politics, and nowhere is this more apparent than in the European Union, where external borders have been strengthened to prevent irregular entry and internal borders have been removed to promote free circulation. Moffette draws on interviews with policymakers and on more than three decades of parliamentary debates, laws, and policy documents to show that culture, labour, and security issues intersect to create a regime of migration governance that is at once progressive and repressive. The dominant tradition in writing about U.S.-Latin American relations during the Cold War views the United States as all-powerful. That perspective, represented in the metaphor "talons of the eagle," continues to influence much scholarly work down to the present day. The goal of this collection of essays is not to write the United States out of the picture but to explore the ways Latin American governments, groups, companies, organizations, and individuals promoted their own interests and perspectives.
