Istilah lembaga pembiayaan mungkin belum sepopuler dengan istilah lembaga keuangan dan lembaga perbankan. Belum akrabnya istilah ini karena dilihat dari eksistensinya lembaga pembiayaan memang relatif masih baru jika dibandingkan dengan lembaga keuangan konvensional, yaitu bank. Tidak seperti lembaga keuangan bank di mana sudah lama mengenalnya, lembaga pembiayaan ini baru tumbuh dan berkembang seiring dengan adanya Paket Deregulasi Tahun 1988, yaitu Paket Deregulasi 27 Oktober 1988 (Pakto 88) dan Paket Deregulasi 20 Desember 1988 (Pakdes 88).
