O objetivo deste livro é a análise da dimensão da proteção ambiental como direito humano e a existência de uma verdadeira Avaliação Ambiental Estratégica (AAE) nos projetos delineados pela Iniciativa para a Integração da Infraestrutura Regional Sul-Americana (IIRSA), denominada de metodologia de Avaliação Ambiental com Enfoque Estratégico (EASE). Busca-se, assim, responder se a iniciativa em matéria de infraestrutura desenvolvida pela IIRSA atende ao direito fundamental ao desenvolvimento sustentável, na medida em que os empreendimentos realizados resguardam ou não o dever de proteção ambiental inerente a toda organização, pública e privada, alcançando até mesmo as condutas individuais.
