Mobility as a Service and Greener Transportation Systems in a Nordic context

The transport sector is a major source of greenhouse gases and other pollutants. This study estimates the potential of digitalized mobility solutions, such as Mobility as a Service (MaaS), to reduce emissions and vehicle kilometers travelled in the Nordic countries. Also, to assess the potential future impact of MaaS, modelling is done to project road transport’s energy consumption, CO2 emissions and total costs in the Nordic countries up to 2050. There are still several barriers to the wider adoption of shared mobility services. We present ways to overcome these barriers with incentives and policy instruments to substitute car ownership, and specify what different actors can do to accelerate this change. Finally we present policy recommendations on how to reduce the dependence on car ownership, reduce the vehicle kilometers driven, and stimulate the demand for greener mobility services.

Baltic Energy Technology Scenarios 2018 (BENTE) is a scenario-based energy system analysis that explores the changes in the Baltic countries’ energy systems. What are the drivers and their impacts in the following decades? What would be required for the Baltic countries to meet their climate and energy targets in 2030, and what development would lead the Baltics towards a 2°C pathway? The report finds that the Baltic countries’ proposed renewable energy (RE) targets can be achieved using domestic resources. More renewable energy (electricity, heat and fuels) lets energy demanding sectors reduce GHG emissions and increase the RE share. However, the Baltic countries still do not reach their Effort Sharing Sector’s 2030 targets in the 4°C Scenario (4DS). Without policies to stimulate local renewable energy generation, the Baltics are likely to become large net importers of electricity.

Exhaustible fossil fuels are expensive to produce and distribute, and not everybody can afford them. Why not switch to natural, non-polluting, inexpensive, inexhaustible fuels such as solar, wind, water, etc., fuels? This book was written in the frame of the OPTRES project, which was supported by the European Commission within the framework of the Intelligent Energy for Europe programme. The consortium, consisting of six European partners, analysed the effectiveness as well as the economic efficiency of currently implemented support schemes for renew-able energies in the electricity sector (RES-E) in the enlarged European Union. The analysis gives recommendations for future improvements of the existing RES-E promotion measures. Furthermore the consortium carried out an extensive stakeholder consultation, focussing on the identification of existing market barriers to the development of renewable electricity in the EU. The effectiveness and efficiency of current and future RES-E support schemes were analysed with particular focus on a single European market for renewable electricity products. Current best practices were identified and an assessment made of the (future) costs of RES-E and the relevant support necessary to initiate stable growth. The main barriers to a higher RES-E deployment as perceived by market actors and stakeholders were assessed.
