En este estudio presentamos experiencias reales de democracia participativa en el funcionamiento de las instituciones del Estado, lo público-social, para el diseño, control y ejecución de políticas públicas. Son espacios de cogobierno: a) contraloría social sobre el desempeño de la administración pública y entidades privadas de servicio público (Colombia y Bolivia); b) consejos de políticas públicas sectoriales o temáticas desde los municipios, estados y federación (Brasil); c) la gestión directa de los asuntos públicos locales (Concejos Comunales en Venezuela) y la cogestión de los asuntos locales en los tres niveles de gobierno (Comités de Defensa de la Revolución en Cuba).
