Towards gender equality: A review of evidence on social safety nets in Africa
Over the last decade, social safety nets (SSNs) have rapidly expanded in Africa, becoming a core strategy for addressing poverty, responding to shocks, increasing productivity and investing in human capital. Poverty, vulnerability and well-being have inherent gender dimensions, yet only recently has gender equality been considered as a potential program objective. This study reviews the evidence on the impact of SSNs on women’s wellbeing in Africa, while contributing to an understanding of how SSNs affect gender equality. What are you talking about? Applying cognitive interviewing to improve survey questions on women’s economic empowerment for market inclusion
Monitoring progress toward women’s empowerment requires tools that reflect its underlying concepts. Cognitive interviewing is a qualitative approach for identifying sources of error in how respondents respond to survey items. This study identifies cognitive errors in survey modules included in the project level Women’s Empowerment in Agriculture Index for Market Inclusion (pro-WEAI+MI) in Benin and Malawi. Comprehension, retrieval, judgment, and response errors were all found to different degrees in the nine modules comprising the survey instrument. There are variations in findings by country context and, to a lesser extent, gender. The findings of this study informed revisions to the pro-WEAI+MI survey instrument and offer insights into how best to design survey modules used for monitoring progress toward gender equality in agricultural value chains and development efforts.

In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). 2019 Annual trends and outlook report: Gender equality in rural Africa: From commitments to outcomes
Gender-sensitive policy and programming have an integral role to play in fostering inclusive agricultural growth to meet the commitments of African countries to the Malabo Declaration goals. The 2019 Annual Trends and Outlook Report from ReSAKSS applies a gender lens to key issues that must be addressed to fully achieve these goals. Chapters examine the intersections between gender and (1) the context and institutions within which rural people operate; (2) the natural resources that men and women depend on for agriculture, sources of vulnerability, and resilience to shocks; (3) assets and income; and (4) livelihood strategies and well-being. The report serves as the official M&E report for the Comprehensive Africa Agriculture Development Programme (CAADP), tracking progress on over 30 CAADP indicators.
“It takes two”: Women’s empowerment in agricultural value chains
This brief summarizes the recent assessment of the implementation of the Agricultural Technical and Vocational Education Training for Women Program (ATVET4Women) that aims to support women and their families with vocational training and market linkages in priority agricultural value chains (VCs). The ATVET4Women program has two main components: formal training and nonformal training. Formal training consists of a 2- or 3-year vocational and technical course at an agricultural training center (ATC) where students gain skills (and a diploma) for employment or entrepreneurship in the agricultural sector. Nonformal training provides farmers with 1 to 3 weeks of training on good production and business management practices.
Increasing production diversity and diet quality through agriculture, gender, and nutrition linkages: A cluster-randomized controlled trial in Bangladesh
A growing body of evidence indicates that agricultural development programs can potentially improve production diversity and diet quality of poor rural households; however, less is known about which aspects of program design are effective in diverse contexts and feasible to implement at scale.
