Circular to the gobernadorcillos of Tigaon, Sagnay, Goa, San José, Lagonoy, and Caramoan, dated June 27, 1863 in Nueva Caceres, and signed by Anastasio de Hoyos y Zendegui, alcalde mayor of the province of Camarines Sur. Hoyos announces the imminent arrival of the bishop of the diocese, and asks that each of the villages insure that their roads are in the best possible condition, and that every honor and courtesy is given to the bishop during his visit. The order bears the endorsements of four of the gobernadorcillos, dated June 29-30, 1863.

Official correspondence, dated 1863 Aug. 25-1864 Jan. 2 in Nueva Caceres, from Anastasio de Hoyos, alcalde mayor of Camarines Sur province, to local "gobernadorcillos," concerning municipal affairs. In documents from Aug. 25 and Sept. 2, 1863, Hoyos circulates nine regulations for tax collection to officials in Pili, Bula, Gaao, Nabua, Yriga, Bato, Bipi, and Camaligan, with signed acknowledgments from the gobernadorcillos. On Nov. 11, 1863, Hoyos forwards 25 passports to each of the gobernadorcillos of San José and Nabua. Other orders from Hoyos, dated Jan. 2, 1864 and Oct. 3, 1863 respectively, concern inspection of the warehouse in Nueva Caceres used as the town jail, with a reply from Antonio Valencianos on the deterioration of the building; and the celebration of the king's birthday on Oct. 4, 1863, to be observed by residents of Nueva Caceres by illuminating streets, windows, and balconies, and attending Mass in the cathedral.

File of correspondence, dated June 30, 1863-Jan. 6, 1864, between Anastasio de Hoyos y Zendegui, alcalde mayor of Camarines Sur, and various local officials or "gobernadorcillos" of the province, concerning tax collection. Hoyos' order, dated Aug. 25, 1863 in Nueva Caceres, contains regulations for tax collection which have been forwarded to him from Manila by treasury official Pedro Rodriguez, including procedures for turning over funds collected, deadlines, bookkeeping, and security deposits. The order bears the endorsements of 18 gobernadorcillos, acknowledging receipt of the order, and agreeing to comply. Other documents include a letter, dated Dec. 30, 1863 to Hoyos from Jacob Imperial, gobernadorcillo of Gaao , explaining his reasons for sending his deputy to represent him before Hoyos; a list of crewmembers of a "falua;" and a letter, dated Jan. 6, 1864 to Hoyos from Carlos San Juan, gobernadorcillo of Mabatobato, explaining delay in paying taxes.

Letters dated Dec. 14, 1863 from the mayors of Siroma, Sipocot, Buji, and Goa, inform Hoyos of the damage to their towns from severe windstorms. Another letter to Hoyos from the mayor of Nabua describes flooding of rice fields and damage to roads and bridges from extensive rains. Monthly records of the financial administration of the province contain detailed provincial and municipal budgetary statistics, supported by receipts, vouchers, and statements of revenue and expenditures. Included are the tax collection receipts submitted by the local gobernadorcillos to the provincial head, Anastasio de Hoyos y Zendegui, as well as receipts for other city revenues such as lease of public lands, to be used for various local services such as salaries, rewards for collection, maintenance of prisoners, cuadrilleros or local policemen, and public lighting. Form reports of municipal revenues for Real Haber deposited in the royal treasury, dated Nov. 18-Nov. 30, 1863, and signed by the gobernadorcillos of various towns in Camarines Sur province, in response to a request of Nov. 14, 1863 from Anastasio de Hoyos y Zendegui, alcalde mayor and treasury official for the province. In order to facilitate accounting procedures, Hoyos requests each gobernadorcillo to list all deposits made with the treasury, including amount, date of receipt, and name of the official who signed the receipt. Reports were submitted by the gobernadorcillos of Yriga, Nabua, Bula, San Fernando, Caramoan, Baao, Minalabag, Buji, Bato, Bombon, Quipayo, and Milaor.

Receipts, dated May 8-July 1, 1863 in Nueva Caceres, in the province of Camarines Sur, signed by several local officials or "gobernadorcillos," acknowledging receipt of passports, salaries, and rations from the alcalde mayor of the province, Anastasio de Hoyos y Zendegui. Several of the notices from Hoyos are orders to expedite the collection of back taxes from the villages of Pili and San José, including authorization of a lien on the property of a former official of San José to secure the missing funds. Also included are an itemized list of municipal expenditures for San José; four receipts from the captains of various "faluas," or native vessels acknowledging payment by Hoyos of funds for crewmembers' salaries; three receipts for rations of "palay" or unmilled rice for the crews of the faluas; and a receipt signed by the gobernadorcillos of the villages of Nabua and Bato, each confirming receipt of 25 passports. Gobernadorcillos include Julián Ribera Aguilar; Florentino Ortega; and Reynaldo Pasilaban Ramos.

Confidential exposé, dated May 17, 1863 in Nueva Caceres, by Rafael Calvo de Castro, former alcalde mayor of the province of Camarines Sur, to Anastasio de Hoyos y Zendegui, recently appointed to the position. Calvo, alcalde "cesante," has just returned from 16 months in Manila, where he has been facing charges of improprieties in office, after having served five years as alcalde mayor of Camarines Sur. He describes the province as he found it when he took office, with roads and buildings in shambles, due to frequent earthquakes, or shoddy construction. Corruption and government fraud were rampant.
