This the report of a board established to help ensure that Canadians have increased choice in, and access to, Canadian cultural content on-line in both official languages. The report begins with a statement of the board's vision & the principles guiding its work, as well as a list of recommendations directed at achieving that vision. It then discusses issues related to creating a vibrant on-line Canadian cultural space, including: why Canadian culture must be on-line; opportunities & priorities for Canadian content on-line; funding of projects to create new content & implement innovative approaches to existing content; establishing a Canadian cultural portal on the Internet; corporate sponsorship & contributions; digital media standards; and protecting artists' rights.
The Standing Committee on Canadian Heritage produced a report on the importance of culture for Canada, capturing the views of Canadians about their culture & heritage and making 43 recommendations to the federal government. This publication represents the federal response to that report. It first sets out a general framework for government support of culture and discusses such matters as the departments & agencies involved, the importance of diversity & choice, the need to support artists/creators & innovation, building cultural infrastructure, and cross-cultural communication. It then responds to each recommendation in turn. The responses concern such issues as Canada Council funding, cultural sector employment, copyright, professional development, multimedia, Canadian content, linking production & distribution, broadcasting, tours & exhibitions, protecting cultural diversity, heritage preservation, cultural facilities, research, information services, volunteering, children's programs, and encouragement of donations to the cultural sector.

Federal policy is driven by the belief that culture is important to all Canadians & that we need to express our sense of ourselves. Canada's model for cultural affirmation is based on respect for freedom of choice & expression; promoting the creation of Canadian content; maintaining shelf space for Canadian cultural products; developing policies for cultural undertakings; forging partnerships with creators; & preserving our heritage to tell our collective story. This model is applied to all 5 facts of culture & heritage: creation, production, distribution, promotion & conservation. This document looks at current questions in the following cultural industries: broadcasting; film & video; music; publishing; newspapers & magazines; multimedia; the arts; heritage.
