Published each year since 1959, The Military Balance is an indispensable reference to the capabilities of armed forces across the globe. The importance of environmentally sustainable public utilities in the Middle East is an improbable topic for a Washington think tank study. Yet, many countries in the Middle East face serious challenges providing utilities in any manner to their populations, and the failure to do so is an increasing flashpoint for public dissatisfaction. This study finds that providing more environmentally sustainable services in the Middle East would be an effective way to address many citizens’ grievances which go beyond the reliability of those services. It would also help ameliorate deep dissatisfaction with the quality of governance and help build trust between citizens and their governments. This study examines three sectors—power, water and sanitation, and solid waste—in Jordan, Lebanon, and Tunisia. While the three countries are different in many ways, each faces increasing challenges providing services to their citizens. Providing these services in an environmentally sustainable way would also crucially increase each country’s resilience and diminish their vulnerability in a chronically unstable region.
For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.
The international profile of the People's Liberation Army (PLA) has grown significantly over the last half decade, with a notable increase in the frequency and complexity of its activities with partners abroad. As the Chinese military participates in multilateral meetings and engages foreign militaries around the world, it is strengthening diplomatic relations, building the People's Republic of China's (PRC's) soft power, and learning how to deploy and support military forces for longer periods. Several aspects of the PLA's military diplomacy remain relatively understudied. What are the PLA's objectives in conducting military diplomacy? Which partners does the PLA interact with most? What trends are evident in the pace and type of activities the PLA carries out? Which aspects of PLA military diplomacy should concern U.S. policymakers, and which present opportunities? This paper employs a variety of sources to analyze overall trends in the PLA's military diplomacy from approximately 2003 to the end of 2016, and it compares trends during the Hu Jintao era to trends since Xi Jinping became chairman of the Central Military Commission (CMC) in November 2012.

Can contemporary arms control keep pace with the rapid rate of change in both geopolitics and technology? While the challenges to future arms control point to a rocky road ahead, measures that build confidence, reduce miscalculation, enhance transparency, restrain costly and dangerous military competition, and offer useful mechanisms and venues for addressing sources of conflict will be of increasing value.
