Most papers date before Penick was consecrated as bishop, and consist of correspondence with Bishop William Rollinson Whittingham. They concern his call to St. George's Church, Mount Savage, Maryland, 1871, and rectorship of the Church of the Messiah, Baltimore, which he organized, 1873-1877. Material regarding parish affairs; Penick's churchmanship; questions about the rubrics and liturgy; work of the Sunday School Association, of which Penick was secretary; his election as Bishop, 1877; opposition thereto, including Whittingham's withholding of consent; and his consecration. Correspondence with Bishop William Pinkney, 1880, concerns the Reverend R.H. Gibson, missionary in Liberia. A copy of a letter by Penick, 1904, describes the destruction of the Church of the Messiah in the Baltimore fire, discusses its history, and recounts his work there.
