In response to TORs from DG MARE concerning GSA 06 and 07, the objectives of the EWG were: the computation and testing of Fmsy ranges for the relevant stocks that had stock assessments and reference points, (ii) the evaluation of the management options suggested by DGMARE; (iii) the analysis of the economic dependency of the fleet on the stocks included in the MAP and the employment generated by these fleets. In cases (i) and (ii) the simulations were ran using Management Strategies Evaluation (MSE) algorithms, developed during the group. The forty-first session of the General Fisheries Commission for the Mediterranean as well as the eighth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of three cooperating non-contracting parties and one non-contracting party. Representatives from 20 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance.

The application of the Common Fisheries Policy (CFP) in the Mediterranean and Black Sea faces several challenges also because of large ecological, economic, political and institutional differences across the basin. The challenge of CFP application is exacerbated by the legal/administrative situation, with large areas outside national/EU jurisdictions, by the different development of fisheries that result in fleet capacities highly different on opposite shores of some sub-basins, as well as by uneven monitoring and data availability across the basins that result in situations that hamper sustainable management. This book collates analyses related to the application of the principles included in the CFP in Mediterranean and Black Sea, including assessments of current status, scenario analyses, visions of best solutions, evaluation of critical hot spots and effects of regionalization of fisheries management. General Fisheries Commission for the Mediterranean – Report of the forty-fifth session

This report summarizes the discussions held during the forty-fifth session of the General Fisheries Commission for the Mediterranean and twelfth session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 17 binding recommendations and four resolutions related to fisheries management and conservation, aquaculture and compliance. Moreover, the Commission adopted the revised GFCM Rules of Procedure and approved the proposal for the appointment of the new GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2023, 2024 and 2025, as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also endorsed the new Bureau of the Committee on Administration and Finance and extended the mandate of the Bureau of the Scientific Advisory Committee on Aquaculture until 2024.

The STECF expert working group "EWG 1419 - Mediterranean assessment part 2", has convened in Rome during 19-23 January 2015 and addressed a series of issues as requested by DG MARE in the correspomnding terms of references. The detailed output of this working group efforts is included in the following report. The report was reviewed by the STECF spring plenary during 13-17 April 2015.
