In the fall of 2010, the U.S. National Academies (consisting of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine) and the Russian Academy of Sciences (in cooperation with the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences) initiated a joint study of U.S.-Russian bilateral engagement in the biological sciences and biotechnology (hereinafter collectively referred to as bioengagement). The U.S. Department of State and the Russian Academy of Sciences provided support for the study. The academies established a joint committee of 12 leading scientists from the two countries to assess bioengagement activities since 1996 and to provide recommendations as to collaborative efforts in the near future. The Unique U.S.-Russian Relationship in Biological Science and Biotechnology: Recent Experience and Future Directions summarizes the principal conclusions and recommendations of the study.
The United States economy relies on the productivity, entrepreneurship, and creativity of its people. To maintain its scientific and engineering leadership amid increasing economic and educational globalization, the United States must aggressively pursue the innovative capacity of all its people—women and men. However, women face barriers to success in every field of science and engineering; obstacles that deprive the country of an important source of talent. Without a transformation of academic institutions to tackle such barriers, the future vitality of the U.S. research base and economy are in jeopardy. Beyond Bias and Barriers explains that eliminating gender bias in academia requires immediate overarching reform, including decisive action by university administrators, professional societies, federal funding agencies and foundations, government agencies, and Congress. If implemented and coordinated across public, private, and government sectors, the recommended actions will help to improve workplace environments for all employees while strengthening the foundations of America's competitiveness.
In July 2005, the National Academies released the report Biological Science and Biotechnology in Russia: Controlling Diseases and Enhancing Security. The report offered a number of recommendations that could help restore Russia's ability to join with the United States and the broader international community in leading an expanded global effort to control infectious diseases. A proposed bilateral intergovernmental commission could play a pivotal role toward that end as cooperation moves from assistance to partnership. The report proposed the establishment of two model State Sanitary Epidemiological Surveillance Centers in Russia, more focused support of competitively selected Russian research groups as centers of excellence, the promotion of investments in biotechnology niches that are well suited for Russian companies, and expanded opportunities for young scientists to achieve scientific leadership positions in Russia. Also, the report highlighted the importance of U.S. programs that support the integration of former Soviet defense scientists with civilian researchers who had not been involved in military-related activities.
The government's first Cooperative Threat Reduction (CTR) programs were created in 1991 to eliminate the former Soviet Union's nuclear, chemical, and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads, neutralizing chemical weapons, converting weapons facilities for peaceful use, and redirecting the work of former weapons scientists and engineers, among other efforts. Since the 2014 Ebola outbreak many public- and private-sector leaders have seen a need for improved management of global public health emergencies. The effects of the Ebola epidemic go well beyond the three hardest-hit countries and beyond the health sector. Education, child protection, commerce, transportation, and human rights have all suffered. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Governance for Global Health Workshop are summarized in this report.

This Congressionally-mandated report identifies areas for further cooperation with Russia and other states of the former Soviet Union under the Cooperative Threat Reduction (CTR) program of the Department of Defense in the specific area of prevention of proliferation of biological weapons. The report reviews relevant U.S. government programs, and particularly the CTR program, and identifies approaches for overcoming obstacles to cooperation and for increasing the long-term impact of the program. It recommends strong support for continuation of the CTR program.
This book focuses on Biopreparat, the Soviet agency created in 1974, which spearheaded the largest and most sophisticated biological warfare programme the world has ever seen. At its height, Biopreparat employed more than 30,000 personnel and incorporated an enormous network embracing military-focused research institutes, design centres, biowarfare pilot facilities and dual-use production plants. The secret network pursued major offensive R&D programmes, which sought to use genetic engineering techniques to create microbial strains resistant to antibiotics and with wholly new and unexpected pathogenic properties. During the mid-1980s, Biopreparat increased in size and political importance and also emerged as a major civil biopharmaceutical player in the USSR. In the wake of the collapse of the Soviet Union in 1991, an acute struggle for control of Biopreparat’s most valuable assets took place and the network was eventually broken-up and control of its facilities transferred to a myriad of state agencies and private companies.
This toolkit provides practical guidance and support to develop and implement national biosecurity frameworks at the country level. It presents the benefits of a harmonized and integrated approach to biosecurity and illustrates the experiences of countries, including Belize, Norway and New Zealand, which have adopted such an approach in recent times. By providing a framework to identify cross-cutting biosecurity capacity needs based on an integrated approach, this toolkit addresses the gaps inherent in a purely sectoral approach to biosecurity. The purpose is to support governments to better manage biosecurity as a means to protect public health, agricultural production and the environment. At the same time, this will enhance the ability of countries to comply with international agreements, regulations and requirements focused on sanitary and phytosanitary measures, contributing to economic development and trade.
