Better Pensions, Better Jobs
The Latin America and Caribbean (LAC) region has reduced its inequality and poverty, and is looking towards the future with greater optimism than in the past. As the region grows, new problems appear that economic policymakers must address. How to provide adequate pensions for the elderly is one such problem. This book offers an analysis of pension systems from the perspective of the functioning of the regions labor markets. It clarifies why, more than half a century after pension systems were created, only a minority of workers in the region save for their pension in the contributory systems through payroll taxes. The study points out that the problem lies not only in the lack of coverage, but also in the low level of benefits, even of contributory pensions. It argues that to design public policies for pensions, it is essential to understand the complex web of interactions between employers and workers that take place in the labor market.
Agrarian Revolt in a Mexican Village
Agrarian Revolt in a Mexican Village deals with a Taráscan Indian village in southwestern Mexico which, between 1920 and 1926, played a precedent-setting role in agrarian reform. As he describes forty years in the history of this small pueblo, Paul Friedrich raises general questions about local politics and agrarian reform that are basic to our understanding of radical change in peasant societies around the world. Of particular interest is his detailed study of the colorful, violent, and psychologically complex leader, Primo Tapia, whose biography bears on the theoretical issues of the "political middleman" and the relation between individual motivation and socioeconomic change. Friedrich's evidence includes massive interviewing, personal letters, observations as an anthropological participant (e.g., in fiesta ritual), analysis of the politics and other village culture during 1955-56, comparison with other Taráscan villages, historical and prehistoric background materials, and research in legal and government agrarian archives.
Divided Cities
This report provides an assessment of spatial inequalities and segregation in cities and metropolitan areas from multiple perspectives. The chapters in the report focus on a subset of OECD countries and non-member economies, and provide new insights on cross-cutting issues for city neighbourhooods, such as the patterns of segregation across income groups, migrant concentration and diversity across cities of different sizes, the role of public transport accessibility in widening intra-city inequalities, and the expected path dependency on outcomes related to segregation. The report also discusses methodological alternatives for measuring different dimensions of inequality and segregation across cities, and highlights the role of public policies in bridging urban divides and the relevance of the scale of analysis in order to make sound international comparisons.

Contesting Citizenship in Latin America
Indigenous people in Latin America have mobilized in unprecedented ways - demanding recognition, equal protection, and subnational autonomy. These are remarkable developments in a region where ethnic cleavages were once universally described as weak. Recently, however, indigenous activists and elected officials have increasingly shaped national political deliberations. Deborah Yashar explains the contemporary and uneven emergence of Latin American indigenous movements - addressing both why indigenous identities have become politically salient in the contemporary period and why they have translated into significant political organizations in some places and not others. She argues that ethnic politics can best be explained through a comparative historical approach that analyzes three factors: changing citizenship regimes, social networks, and political associational space. Her argument provides insight into the fragility and unevenness of Latin America's third wave democracies and has broader implications for the ways in which we theorize the relationship between citizenship, states, identity, and social action.

Trials of Nation Making
This book offers the first interpretive synthesis of the history of Andean peasants and the challenges of nation-making in the four republics of Colombia, Ecuador, Peru, and Bolivia during the turbulent nineteenth century. Nowhere in Latin America were postcolonial transitions more vexed or violent than in the Andes, where communal indigenous roots grew deep and where the 'Indian problem' seemed so daunting to liberalizing states. Brooke Larson paints vivid portraits of Creole ruling élites and native peasantries engaged in ongoing political and moral battles over the rightful place of the Indian majorities in these emerging nation-states. In this story, indigenous people emerge as crucial protagonists through their prosaic struggles for land, community, and 'ethnic' identity, as well as in the upheaval of war, rebellion, and repression in rural society. This book raises broader issues about the interplay of liberalism, racism, and ethnicity in the formation of exclusionary 'republics without citizens'.
