Arab Spring and Peripheries
The emerging literature on the so-called ‘Arab Spring’ has largely focused on the evolution of the uprisings in cities and power centres. In order to reach a more diversified and inner understanding of the ‘Arab Spring’, this edited book examines how peripheries have reacted and contributed to the historical dynamics at work in the Middle East and North Africa. It rejects the idea that the ‘Arab Spring’ is a unitary process and shows that it consists of diverse Springs which differed in terms of opportunity structure, strategies of a variance of actors, and outcomes. This book looks at geographical, religious, gender and ethnical peripheries, conceptualizing periphery as a dynamic structure which can expand and contract. It shows that the seeds for changing the face of politics and polities are within peripheries themselves. Focusing on the voices of peripheries can therefore be a powerful tool to ‘de-simplify’ the reading of the Arab Spring and to reshape the paradigmatic schemes through which to look at this part of the world. Democratic Transition and the Rise of Populist Majoritarianism
This comparative study explores the impact of populist majoritarianism on Greek and Turkish democratic transition. Using case studies from Greece and Turkey, the author argues that while majoritarianism is often celebrated as a manifestation of popular sovereignty, it can undermine institutional performance and even stifle the process of democratic consolidation, contributing to a confrontational and inefficient democratic regime in cases of transition states where levels of social capital are low and social polarization is high. It is shown that building up a “mild democracy” requires maturity of institutions and an efficient system of checks and balances and implementation control mechanisms, while building consensus and trust in societies torn by ethnic, religious and ideological divides is not a luxury but a permissive condition for democratic consolidation and economic prosperity. This book will be of use to students and scholars interested in the fields of Greek and Turkish politics, comparative politics and democracy.
Mixed Signals Still?
For the last two decades, the EU has sent mixed signals concerning democracy and human rights to its Mediterranean neighbourhood. Has this changed since the outbreak of the Arab Spring? After observing the EU's response to the revolutions in two key countries, Tunisia and Egypt, this paper finds that signalling to Tunisia has become more coherent, while it remains ambiguous towards Egypt - a trend reinforced by US foreign policy in the region. In order to send a coherent message, the EU has to outline more concretely, what are the benchmarks and rewards for progress. For signalling to be effective, bilateral and multilateral dialogues are key. While bilateral dialogue platforms do exist, they should meet more frequently and at the highest levels. A multilateral dimension is conspicuously missing in the array of instruments set up by the EU in response to the Arab Spring, but would be crucial not only in order to understand the different democracy languages spoken, but notably also to anchor reform and set regional standards for it.
