Reshaping the Labour Market
The outcomes of the labour market were the major economic and social problems of OECD countries. Inflation virtually disappeared, material standards of living on average were high, but 35 million people remained unemployed, inequality of earnings was rising and the establishment of regular employment was increasingly difficult for young people. In this 2000 book, a team of leading economists take Australia as a case study in which to examine whether regulation of the labour market assists or detracts from the achievement of desirable labour market outcomes. The Australian Defence Force, together with military forces from a number of western democracies, have for some years been seeking out and killing Islamic militants in Iraq, Syria and Afghanistan, detaining asylum seekers for periods at sea or running the judicial systems of failed states. Small Differences That Matter
This volume, the first in a new series by the National Bureau of Economic Research that compares labor markets in different countries, examines social and labor market policies in Canada and the United States during the 1980s. It shows that subtle differences in unemployment compensation, unionization, immigration policies, and income maintenance programs have significantly affected economic outcomes in the two countries. For example: -Canada's social safety net, more generous than the American one, produced markedly lower poverty rates in the 1980s. -Canada saw a smaller increase in earnings inequality than the United States did, in part because of the strength of Canadian unions, which have twice the participation that U.S. unions do. -Canada's unemployment figures were much higher than those in the United States, not because the Canadian economy failed to create jobs but because a higher percentage of nonworking time was reported as unemployment. These disparities have become noteworthy as policy makers cite the experiences of the other country to support or oppose particular initiatives.
The Use of Alternative Preference Elicitation Methods in Complex Discrete Choice Experiments
We analyse stated preference data over nursing jobs collected from two leading types of best-worst discrete choice experiments (DCEs): a traditional DCE involving choice over alternative jobs (BWL) and a newly-developed DCE where respondents choose best and worst job attributes (BWT). The latter allows identification of additional utility parameters and is believed to be cognitively easier. Results suggest that respondents place greater value on pecuniary over non-pecuniary gains in traditional DCE. Rather than caused by the use of heuristics in BWL, we find that respondents find it difficult and/or are reluctant to directly compare money with other attributes in BWT.
