Before the Coushatta Tribe of Louisiana became one of the state's top private employers--with its vast landholdings and economic enterprises--they lived well below the poverty line and lacked any clear legal status. After settling in the Bayou Blue in 1884, they forged friendships with their neighbors, sparked local tourism, and struck strategic alliances with civic and business leaders, aid groups, legislators, and other tribes. While tribal-state relationships have historically been characterized as tense, most southern tribesparticularly non-federally recognized onesfound that Indian affairs commissions offered them a unique position in which to negotiate power. Although individual tribal leaders experienced isolated victories and generated some support through the 1950s and 1960s, the creation of the intertribal state commissions in the 1970s and 1980s elevated the movement to a more prominent political level. Through the formalization of tribal-state relationships, Indian communities forged strong networks with local, state, and national agencies while advocating for cultural preservation and revitalization, economic development, and the implementation of community services.
Arizona State University was founded in 1885--27 years before statehood--as the Arizona Territorial Normal School. A modest school building was erected on donated pastureland outside Phoenix and was initially dedicated to training public school teachers. The school rapidly evolved through multiple name changes and grew to four campuses and from 33 to over 70,000 students. Currently, ASU is the largest public educational institution in the United States and is also an internationally recognized research university, offering hundreds of areas of study. In 1916, Paul W. Litchfield, vice president of The Goodyear Tire & Rubber Company, purchased 16,000 acres west of Phoenix to grow long staple cotton for use in the pneumatic tires the company manufactured. With this, the Southwest Cotton Company was formed. This huge undertaking required drilling wells and building power lines, roads, canals, and, of course, housing for workers. The war years brought Goodyear Aircraft, built by the U.S. Department of Defense on land leased from Southwest Cotton Company, and Litchfield Naval Air Facility. With the arrival of Goodyear Aircraft and the navy base, homes, apartments, and basic retail services sprang up. The town of Goodyear was incorporated on November 19, 1946, with a population of 1,250. Named an All-America City in 2008, Goodyear is now a thriving community of 58,000 residents and the spring training home of Major League Baseball's Cleveland Indians and Cincinnati Reds.

In the wake of their victory in the Tuscarora War (1711–15), English settlers forced the Tuscarora Indians of eastern North Carolina, along with the Meherrin, Core, Chowan, Mattamuskeet, Neuse, Hatteras, Bay River, and White Oak River Indians, to become colonial tributaries with assigned land reserves. As tributaries, these Native tribes had special duties and rights recognized by the colony, but they also had to navigate a new world thrust upon them by the colonial government and white settlers. Historian David La Vere argues that through this devious sleight of hand, the colony erased these groups’ designation as “Indians,” eliding their official, documented existence. The paper genocide of these Native peoples of eastern North Carolina reinforced the growing binary of Black and white society with no place for Native Americans. La Vere traces the process of racialization for both the Native American and wider North Carolinian populations in the decades that followed the war, using previously undiscovered material to chart the dehumanization that occurred as well as the repercussions of the tributary policies that were still felt nearly 200 years after the conflict.
