Compulsory Purchase Procedure Manual
This manual aims to provide advice on the steps which need to be taken in exercising powers for the compulsory aquisition of land and sets out good practice guidance on this process. It is based on the experience of those practitioners who regularly advise on Compulsory Purchase Orders (CPOs) and is intended to help acquiring authorities and others to navigate their way through the statutory procedures. However, it must be emphasized that the advice in this manual and the good practice does not purport to be an authoritative interpretation of the law, not should it be regarded as a definitive statement of Government policy by DETR. The CD-ROM contains the manual and appendices, plus the option of electronic consolidated leglisation relating to compulsory purchase.
New Council Constitutions
These titles are produced by DETR and are aimed at assisting local authorities as they change to new forms of constitutions following the Local Government Act 2000. Key features include: some of the key provisions of the Local Government Act 2000 and its subordinate leglisation; statutory guidance issued under that Act to which local authorities must have regard; and illustrative examples and other non-statutory information and guidance to assist local authorities as they develop new forms of constitution under the Local Government Act 2000.

The authors also explore two controversial propositions. First they ask whether Britain is moving from the unitory, strong executive of the "Westminster model" to a "differentiated polity" characterized by institutional fragmentation. Second, they consider whether an unintended consequence of recent changes is a 'hollowing out of the state'. Is the British executive losing functions downwards to devolved governments and special-purpose bodies and outwards to regional offices and agencies with a resulting loss of central capacity? Substantial empirical data (both quantitative and qualitative) has been amassed here in order to give answers to these questions.
