Penyebutan “Bedah Saraf Surabaya” merujuk kepada sebuah institusi pelayanan, pendidikan, dan penelitian yang menjadi akar tumbuhnya layanan bedah saraf di Surabaya dan Indonesia. Penggunaan istilah tersebut adalah agar lebih efisien, fleksibel, dan tidak terlalu formal bila dibandingkan dengan menyebut Departemen/Program Studi/KSM Ilmu Bedah Saraf FK Universitas Airlangga/RSUD Dr. Soetomo. Di Surabaya, institusi pendidikan bedah saraf dimulai bersama dua institusi lain, yaitu di Jakarta dan Bandung. Kemajuan bedah saraf juga terasa di banyak aspek di Surabaya. Perkembangan subspesialisasi bedah dan bedah saraf sendiri berkembang pesat di Surabaya.
