Este doctorado fue dirigido por el jurista Humberto Sierra Porto. De acuerdo con los jurados, el profundo y extenso trabajo de Gómez Lee le permitió proponer, desde la Teoría de la Seguridad .Jurídica, un enfoque de análisis multidisciplinario encaminado al fortalecimiento y la transformación de las instituciones. Es pionero en abordar esa teoría y en una metodología muy "ferrajoliana" que explora las dimensiones del derecho [filosófica, económica y de administración] En el primer tomo esta Innovadora propuesta ha Sido aplicada a los problemas y situaciones de la responsabilidad fiscal en Colombia y se demuestra su pertinencia en futuros ámbitos. Esta nueva investigación cumple con los propósitos de un Ph.D en el programa de sociología Jurídica e Instituciones políticas. Se le otorgó la calificación summa cum laude.
