Berlin lies more than 100 miles behind the Iron Curtain within the Soviet-occupied zone of Germany. It is not, however, part of that zone. It is a separate political entity for which the four major allies of the war against Nazi tyranny are jointly responsible. Its special status stems from the fact that it was the capital not only of Hitler's Third Reich but of the German nation formed in the latter half of the 19th century. In essence, the four major allies agreed to hold Berlin, as the traditional capital, in trust for a democratic and united Germany. Global Television and the Shaping of World Politics
In 1995, United Nations Secretary-General Boutros Boutros-Ghali said of the Cable News Network, “CNN is the sixteenth member of the [15 member United Nations] Security Council.” Scholars as well as diplomats have recognized the existence of a link between communications and diplomacy, but up until now the implications of this relationship have been left unexplored. This work examines the historic interconnectedness between communications and diplomacy, how communications have historically determined the practice of diplomacy, and how global television in particular can determine diplomatic outcomes under certain conditions. Contributing to the recent interest in the immediate postwar period as the key to the later history of the two Germanies, Boehling (history, U. of Maryland-Baltimore County) examines the decisions made by the US Military Government regarding German municipal personnel in selected cities from the first year of occupation, when all city officials were appointed by the Military Government, to the first elections in 1946 and 1948. She finds that the local developments under US occupation facilitated economic recovery in a manner that restricted the implementation of the political and social goals of democratization.
