This book explores the origins of the post-war Welfare State in the UK, the creation of which is almost universally considered—to an extent which is regarded here as being tantamount to a myth—as being solely a Labour Party creation. The book examines the various contributions to the development of ‘welfarism’ across the first half of the twentieth century, and in particular those of Winston Churchill, Neville Chamberlain and William Beveridge. It assesses the effects of two World Wars; the daunting economic challenges of the 1920s and 1930s; the stimuli to post-war reconstruction; the 1945 Labour government’s implementation of the wartime Coalition Government’s post-Beveridge conclusions; and the Conservative Party’s attitude after 1945 to Labour’s legislative programme. The book invites the reader to accept that, taking developments over the half-century as a whole, the greater share of the credit for the creation of a welfare state belongs to the Conservative Party.
This is the fifth and final volume in the Official History of Criminal Justice in England and Wales. This volume covers the uneven and often irresolute evolution of policing from the late 1940s to the end of the 1990s, concentrating on the impact of a succession of scandals on the reputation and regulation of the police; and the fluctuating relations between central government, local authorities and police forces in shaping the control of police funding, policy and organisation, particularly in response to a growth in the scale and intensity of social protest, and, above all, on the shifting sands of the policing of public order illustrated in the prolonged miners’ strike and urban unrest of the 1980s. It is a complement to earlier volumes in the series that focused on the liberalisation of the laws on capital punishment, abortion and homosexual relations between adult men in the 1960s; the founding of the Crown Court in 1971 and the Crown Prosecution Service in 1985; transformations in penal policy, and the politics of law and order. It will be of much interest to scholars of British political history, criminology and sociology.
This book examines the frequently expressed assertion by political commentators and historians that the UK is currently experiencing ‘the end of a political era’. It does this by analysing the seismic shifts in the way politics have been conducted in recent years, principally since the EU Referendum in 2016. It also considers these developments in the light of the relative political stability which lasted from the end of the Second World War, and it compares this with another discrete ‘political era’, spanning from 1832 to the 1906 election. Comparisons between the two periods make a compelling case for contemporary claims and also provide a broad definition of what constitutes a political era. The book will be of importance to historians and students of history, but in its broader treatment of such current issues as democracy, voter motivation, electoral systems, globalisation, national and local identities, and migration, it will also appeal to the politically-minded general reader.

This book traces how Edward Heath and Margaret Thatcher, during their respective years as Conservative Opposition Leaders (1965-70 and 1975-79), managed their Party’s attempts to ensure a return to government, each after two electoral defeats. They did so in the context of an emergent New Conservatism, championed by the likes of Enoch Powell, Keith Joseph and Nigel Lawson, which betokened a long-term change from the post-war Butskellite settlement. Against a national background of declining economic status, high inflation, debilitating public sector strikes and internal Conservative Party debates, particularly over industrial relations policy and monetarism, they adopted strikingly different approaches to policy-making in Opposition. The book illustrates how, paradoxically, Heath’s technocratic over-prescription failed to save his eventual premiership, while Thatcher’s under-committed policy design failed to impede her leading a purposeful and transformative government i n the 1980s.
