Welfare and Party Politics in Latin America

Systems of social protection can provide crucial assistance to the poorest and most vulnerable groups in society, but not all systems are created equally. In Latin America, social policies have historically exhibited large gaps in coverage and high levels of inequality in benefit size. Since the late 1990s, countries in this region have begun to grapple with these challenges, enacting a series of reforms to healthcare, social assistance and education policy. While some of these initiatives have moved in a universal direction, others have maintained existing segmentation or moved in a regressive direction. Welfare and Party Politics in Latin America explores this variation in Argentina, Chile, Uruguay and Venezuela, finding that the design of previous policies, the intensity of electoral competition, and the character of political parties all influence the nature of contemporary social policy reform in Latin America.

The Gender Impact of Pension Reform

Pension systems may have a different impact on gender because women are less likely than men to work in formal labor markets and earn lower wages when they do. Recent multipillar pension reforms tighten the link between payroll contributions and benefits, leading critics to argue that they will hurt women. In contrast, supporters of these reforms argue that it will help women by the removal of distortions that favored men and the better targeted redistributions in the new systems. To test these conflicting claims and to analyze more generally the gender effect of alternative pension systems, James, Edwards, and Wong examine the differential impact of the new and old systems in three Latin Am...

Economics and Ageing

This upper level textbook provides a coherent introduction to the economic implications of individual and population ageing. Placing economic considerations into a wider social sciences context, this is ideal reading not only for advanced undergraduate and masters students in health economics and economics of ageing, but policy makers, professionals and practitioners in gerontology, sociology, health-related sciences, and social care. This volume introduces topics in labour economics, including the economic implications of ageing workforces. It covers pension economics and pension systems with their macroeconomic and distributive effects, and the question of risk. Finally, it describes macroeconomic consequences of ageing populations on aggregate saving, inflation, international trade, and financial markets.

The aim of this document is twofold. First, to document the advances made in Argentina in relation to strengthening labour institutions and the impact of those institutions on labour market performance in terms of employment and the quality of jobs. To that end, we will examine the results of a series of measures undertaken by the ILO country office for Argentina during the period covered by the three decent work programs. It is our hope that this assessment will contribute to the debate on the advances that have been made towards full and productive employment and decent work for all in Argentina, as well as the challenges that remain. Second, since the role labour institutions play in labour market performance is a topic of international debate and recommendations vary from case to case, this report will attempt to provide diagnoses and empirical evidence, and to discuss lessons learned, on the impact of labour institutions and policies in the Argentine case.

The Egyptian Economy

The Egyptian economy has undergone several reforms since the early 1990s. However, it was not until recently that the reform process picked up speed and intensity. Key initiatives included shifting to a flexible exchange rate regime, liberalizing trade, revising and reducing the tariff structure, and improving the income tax system. Plans are underway to restructure the financial sector and privatize most state-owned enterprises. This volume aims to evaluate the impact of recent reform policies and highlight priority areas for further reform at the macroeconomic and institutional levels. Topics addressed include growth, distribution, and poverty reduction; monetary policy and the impact of e...
