Biological Threats in the 21st Century

Biological Threats in the 21st Century offers a fresh understanding of contemporary biological threats to national security. Readers are introduced to the politics, people, science and historical roots of contemporary biological threats through up-to-date, rigorous and accessible chapters written by leading academics and supplemented by expert point-of-view contributions and interviews. The book provides inspiration and resources for students and researchers, as well as policy makers in government, the public policy sector and the wider community. It is particularly pertinent for those interested in biological disarmament, non-proliferation, counterterrorism and health security. Contents:Edi...

Synthetic Biology and Bioweapons

Synthetic Biology and Bioweapons

Developments in synthetic biology are raising significant security concerns: Will they enable the creation of dangerous viruses from scratch? Will scientific advances enable radically new pathogens not found in nature to be designed? Is synthetic biology breaking down the boundary between experts and non-experts to such an extent that anyone will be able to develop a biological weapon?Drawing on years of experience working with synthetic biologists, the established team of social scientists behind this book tackle these questions head on in their assessment of whether the misuse potential of synthetic biology is realistic or exaggerated.Through an accessible and engaging narrative that highlights key messages, questions for discussion and classroom exercises, readers are expertly led through the complex technical, historical, social, political and legal landscape at the intersection of synthetic biology and security.

Health Security Intelligence introduces readers to the world of health security, to threats like COVID-19, and to the many other incarnations of global health security threats and their implications for intelligence and national security. Disease outbreaks like COVID-19 have not historically been considered a national security matter. While disease outbreaks among troops have always been a concern, it was the potential that arose in the first half of the twentieth century to systematically design biological weapons and to develop these at an industrial scale, that initially drew the attention of security, defence and intelligence communities to biology and medical science. This book charts t...

Recent advances in disciplines such as biotechnology, nanotechnology, and neuropharmacology entail a "dual-use dilemma" because they promise benefits for human health and welfare yet pose the risk of misuse for hostile purposes. The emerging field of synthetic genomics, for example, can produce custom DNA molecules for life-saving drugs but also makes possible the creation of deadly viral agents for biological warfare or terrorism. The challenge for policymakers is to prevent the misuse of these new technologies without forgoing their benefits . Innovation, Dual Use, and Security offers a systematic approach for managing the dual-use dilemma. The book presents a "decision framework" for asse...

Armament, Arms Control and Artificial Intelligence

Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and relia...

Part two describes and discusseses in detail the pathogens and toxins that are potentially used for biological attacks. As such, the book is a valuable resource for faculties engaged in molecular biology, genetic engineering, neurology, biodefense, biosafety & biosecurity, virology, and infectious disease programs, as well as professional medical research organizations.

Nerve Agents in Postwar Britain

This book reveals the nature and level of British engagement with controversial and lethal nerve agent weapons from the end of the Second World War to Britain’s submission of a draft Chemical Weapons Convention. At the very heart of this highly secretive aspect of British defence policy were fundamental questions over whether Britain should acquire nerve agent weapons for potential first-use against the Soviet Union, retain them purely for their deterrence value, or drive for either unilateral or international chemical weapons disarmament. These considerations and concerns over nerve agent weapons were not limited to low-level defence committees, nor were they consigned to the periphery, but featured prominently at the highest levels of the British government and defence planning. Importantly, and despite stringent secrecy, the book further uncovers how public scrutiny and protest movements played a substantial and successful part in influencing policy and attitudes towards nerve agent weapons.
