Goals and Economic Instruments for the Achievement of Global Warming Mitigation in Europe

Climate change poses important challenges to research and policy. Within three decades, an issue that was initially confined to the attention of a few scientists became the topic of large-scale research programmes, national and European policies and an international Convention. While significant uncertainties remain on the timing and scale of the changes to be expected and of their impacts, an appreci ation emerged of the high ecological, economic, political and social stakes involved and lead to governmental, business and citizens' initiatives. After focusing on the understanding of climate processes and the possible impacts of climate change on ecosystems, European research - and international research more generally - started addressing also the social, economic and policy causes of and responses to climate change. In the meantime, local, national and European measures started being developed to mitigate carbon dioxide emissions, a European target was agreed to achieve the stabilization of carbon dioxide by 2000 at the levels of 1990, the Framework Convention on Climate Change (FCCC) was adopted and was followed by its Kyoto Protocol.

This paper provides orders of magnitude of the importance of CO2 emissions from international freight transport activities under a variety of scenarios regarding trade and climate policies. It is based on a stylised multiregion, multisector CGE model that includes the four modes of international transport (air, water, road and rail) and where choices regarding the energy mix and transport modes have been endogeneised. A separate decomposition of emission changes into the well-known scale, composition and technique effects is provided. Scale effects turn out to be roughly double in international transport than in exports, while technique effects are weaker due to less substitutability between energy inputs. As a result, international transport represents half of the world increase in global emissions when trade liberalisation is considered in isolation. When trade liberalisation is coupled with a carbon tax limited to rich countries, the change in international transport emissions represents roughly one-eighth of the carbon leakage effect.

Abstract: Dendritic cells (DC) play a key role in the adaptive immune response due to their ability to present antigens and stimulate naïve T cells. Many bacteria and viruses can efficiently target DC, resulting in impairment of their immunostimulatory function or elimination. Hence, the DC compartment requires replenishment following infection to ensure continued operational readiness of the adaptive immune system. Here, we investigated the molecular and cellular mechanisms of inflammation-induced DC generation. We found that infection with viral and bacterial pathogens as well as Toll-like receptor 9 (TLR9) ligation with CpG-oligodeoxynucleotide (CpG-ODN) expanded an erythropoietin (EPO)-...
