The collection of papers brings out the complexities in PPP in terms of types, conceptualization, structure, institutions, and financing. It covers a broad sweep ranging from infrastructure to services and utilities; and from global to Indian states. The methodology is primarily empirical but the thrust is on conceptualization of PPP in its various forms and frameworks. PPP is still a practitioner’s field but is growing in size and significance; and as a solution to failures of public system and the consequent privatization. It is a major attraction to policy makers and funding agencies given its middle-of-the-road approach. It is likely to gain currency, but it is important that we get deeper understandings of this form before we place more faith in this. The papers in this book, selected from a conference on PPP held at the Indian Institute of Management Bangalore in 2008, raise several important conceptual issues and seek to address some of them.

Technology, Adaptation, and Exports

The literature on technological change and growth has mainly used econometric models to establish that factors such as the degree of openness, skills, research and development expenditures, number of patents etc. are critical determinants of innovation and its effect on growth. However, this approach fails to explain the role of institutions and policies that created the environment for innovation. Using 10 case studies from developing countries, this book examines how governments fostered technological adaptation through public-private partnerships to develop world-class exporters in high-growth, non-traditional industries.

MANAGERIAL LEADERSHIP IN MULTICULTURAL ORGANISATIONS

The management and managerial leadership theories of eminent management thinkers, taught in the business schools, are thought-provoking; but relevant, perhaps, only to the era and the environment of their research and development. The effectiveness of these theories needs a re-assessment of their universal application in the globalised environment of the current era. To put it differently, traditional leadership styles of managers are being put to test in a culturally complex environment. The objective of this book is to evolve an effective managerial leadership to match the demands of the multicultural organisations, through a down-to-earth tangible and practical approach. Unifying the dive...

With several examples from developing nations, the book dwells into the practical and managerial aspects of urban planning, partnerships, participation, financial mobilization and effective governance. One of the highlights of the book is that it looks at financial mobilization as a strategy for governance and how the financial system in itself can be an instrument of governance.

In the recent past, two significant changes have taken place in efforts to address rural poor: Businesses have started recognizing potential of rural markets and governments have started providing G2C services to rural citizens through telecenters. Telecenters have emerged as the most popular mode of e-governance projects in many of the developing countries. In this paper we argue that these rural telecenters can facilitate market creation and improve governance in rural areas where the government machinery for service delivery is the weakest thereby addressing needs of people and the government in such areas.
