Critical energy infrastructure such as oil and gas pipelines, storage facilities and electricity grids are increasingly becoming the target of criminal and terrorist attacks. This book contains the papers presented at the NATO Advanced Research Workshop (ARW) ‘The Protection of Critical Energy Infrastructure against Emerging Security Challenges’, held in Tbilisi, Georgia, in November 2014.The main objective of this ARW was to investigate the security risks to critical energy infrastructure, namely cyber and terrorist attacks, as well as to identify opportunities for public-private partnerships to meet these risks. The workshop served as a forum for experts and stakeholders from government, academia and the private sector to exchange information and best practice and to produce findings and recommendations for integrated security solutions involving close cooperation between public and private stakeholders. Underlining the importance of a holistic approach to European energy security, this book will be of interest to all those involved in protecting critical energy infrastructure from a diverse range of threats.

This paper discusses findings of the Financial System Stability Assessment for Georgia. Georgia has weathered several shocks, but still faces a number of important risks. The economy has withstood well the conflict with Russia, the global financial crisis, and domestic political uncertainty. Significant steps have been taken to strengthen banking regulation and supervision, which exhibit a very high degree of compliance with international standards. The National Bank of Georgia has also introduced an advanced risk-based supervisory regime while maintaining a conservative approach aimed at detecting vulnerabilities at an early stage, and allocating supervisory resources in the most efficient and effective manner.

In Architecture and Asceticism Loosley Leeming presents the first interdisciplinary exploration of Late Antique Syrian-Georgian relations available in English. The author takes an inter-disciplinary approach and examines the question from archaeological, art historical, historical, literary and theological viewpoints to try and explore the relationship as thoroughly as possible. Taking the Georgian belief that ‘Thirteen Syrian Fathers’ introduced monasticism to the country in the sixth century as a starting point, this volume explores the evidence for trade, cultural and religious relations between Syria and the Kingdom of Kartli (what is now eastern Georgia) between the fourth and seventh centuries CE. It considers whether there is any evidence to support the medieval texts and tries to place this posited relationship within a wider regional context.

In response to a request from the National Bank of Georgia (NBG), the Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) conducted a Technical Assistance (TA) mission during September 5–16, 2022 as follow-up to the mission that took place during March 17–April 20, 2022. The first mission provided initial assistance to the authorities in operationalizing the new bank recovery and resolution framework, building on the recommendations from the 2021 Financial Sector Assessment Program (FSAP). This second mission deepened that assistance by providing further guidance on, among others, (i) the architecture of the resolution framework; including triggers, res...
