The annual report examines the progress made towards reducing occupational health and safety risks during the period 2002/03. It looks at the Commission's activities to achieve the national targets to reduce injuries, ill health and lost working days. HSC's contribution is based around 4 programmes: taking action in priority areas; ensuring an effective regulatory regime in major hazard sectors; securing compliance with the law; meeting the mandate given by Government. In general most plans have been delivered and progressed, whlie health and safety statistics have remained relatively unchanged since 2001/02, with an indication that more days have been lost thorugh work-related ill health.

Reclaiming health and safety for all

  • Categories: Law

The focus of this review has been on the 200 or so regulations and the 53 Approved codes of practice owned by the Health and Safety Executive. It concentrates on areas where evidence and contributions have indicated that regulations are putting undue costs on business whilst doing little to improve health and safety outcomes. The general sweep of requirements set out in health and safety legislation are broadly fit for purpose but there are a few that offer little benefit to health and safety and which the government should remove, revise or clarify, in particular the duties for self-employed people whose work activities pose no potential risk of harm to others. The much bigger problem is that regulator requirements are misunderstood and applied inappropriately and recommendations are put forward to address this. They seek to: streamline the body of regulation; re-direct enforcement activity towards business where there is the greatest risk of injury or ill health; re-balancing the civil justice system by clarifying the status of pre-action protocols and reviewing strict liability provisions

Working for a healthier tomorrow

Around 175 million working days were lost to illness in 2006. Some 7 per cent of the working population is workless and receiving benefits because of long-term health conditions or disabilities. This represents a significant cost to the economy - in cost of benefits, healthcare, forgone taxes, lost production, sickness absence, informal care - estimated at between £103 and £129 billion. The review's vision for health and work in Britain is based on three principal objectives: prevention of illness and promotion of health and well-being; early intervention for those who develop a health condition; an improvement in the health of those out of work. The review establishes the first baseline f...
