This Command Paper from the Office of the Leader of the House of Commons sets out a process for post-legislative scrutiny by the Government. The main proposal is that after 3 years any law that has been passed will undergo a review by the relevant Government Department and then Parliament to see how effective the law has been. The publication also includes an appendix with a detailed response to the Law Commission's report on Post-legislative scrutiny (Cm. 6945, ISBN 9780101694520).
The High Speed 1 line was delivered within the overall funding and timescale available for the project. However, this was at a higher cost and later than its targets. 18% of all drivers killed in road accidents are over the drink-drive limit (In 2007, based on coroners' data.) but only approximately 3% of drivers in the UK are stopped and tested for alcohol compared to the European average of 16%.. This report calls for the police to be given an additional power to permit preliminary breath tests as part of any designated drink drive enforcement operation. Currently, the police may stop any vehicle but can only test the driver's breath if there is an element of suspicion. In the 2007 green paper "The governance of Britain" (Cm. 7170, ISBN 9780101717021) the Government made a commitment to simplify financial reporting to Parliament, ensuring that it reports in a more consistent, transparent and straightforward fashion at all three stages in the process - budgets, estimates and expenditure outcomes. The Govenrment uses budgets to plan what it will spend, presents estimates to Parliament for approval and then, after the year end, publishes resource accounts. This document sets out the Government's proposals for achieving better alignment between budgets, estimates and accounts. It follows much consultation with the Public Accounts, Treasury, Liaison, Procedure and Modernisation committees of the House of Commons and the National Audit Office and internal and external stakeholders.
In this report looking at policy for improving road and rail access to ports, the Transport Committee urges the Department for Transport (DfT) to become a keener advocate for UK ports. The Government should contribute to significant improvements to strategic networks which also deliver wider benefits - rather than simply expect port operators to pick up the entire bill for measures required to mitigate increased traffic due to port expansion. UK is a globally competitive location for shipping. The maritime sector earns £8.8 - £11.8 billion for the economy and supports 214,000 jobs. The Government's new maritime strategy poses the right questions about UK shipping but does not yet provide compelling answers on a range of key points. In particular, it is unclear how the Government plans to address the looming skills gap whereby the UK will have 5,000 fewer deck and engineering officers than the UK's maritime sector is predicted to require by 2021.
