The UK's export controls of objects of cultural interest are aimed to strike a balance between the need to protect the heritage, the rights of owners and the encouragement of a thriving art market. This is the fifth annual report on the operation of export controls on objects of cultural interest which covers the period 1 May 2008 to 30 April 2009. As well as the Reviewing Committee report, it includes descriptions of 22 individual export cases that were referred to the Committee by expert advisors.

This is the annual report of the Reviewing Committee on the Export of Works of Art. The purpose of the Committee is to help retain in the United Kingdom objects of outstanding significance. The report expresses concern about the low level of purchase of Waverly Standard items. The Waverly system allows deferral of the decision about whether to grant export licences providing a last chance for public institutions or private individuals to raise the money to retain objects of outstanding historical, aesthetic or scholarly importance in the United Kingdom. Eleven items were retained this year under the Waverly system and three items were exported at the end of the deferral period. The retained items represented only 5 per cent of the total value of objects under deferral. The exported items were each valued at over £1 million and no UK national or local museums had felt able to purchase these. Figures are given for the number of cases considered and the report details 18 individual export cases.
