Public reporting has been used experimentally in federal-provincial relations since the mid-1990s as an accountability mechanism to promote policy effectiveness, intergovernmental cooperation, and democratic legitimacy. Our understanding of how well it is working, however, remains limited to very specific policy sectors even though this information is essential to policy makers in Canada and beyond. Overpromising and Underperforming? offers a deeper analysis of the use of new accountability mechanisms, paying particular attention to areas in which federal spending power is used. This is the first volume to specifically analyse the accountability features of Canadian intergovernmental agreements and to do so systematically across policy sectors. Municipalities are responsible for many essential services and have become vital agents for implementing provincial policies, including those dealing with the environment, emergency planning, economic development, and land use. In Foundations of Governance, experts from each of Canada's provinces come together to assess the extent to which municipal governments have the capacity to act autonomously, purposefully, and collaboratively in the intergovernmental arena. Each chapter follows a common template in order to facilitate comparison and covers essential features such as institutional structures, municipal functions, demography, and municipal finances. This book analyzes economic development policy governance in northern Ontario over the past thirty years, with the goal of making practical policy recommendations for present and future government engagement with the region. It brings together scholars from several disciplines to address the policy and management challenges in various sectors of northern Ontario’s economy, including the mining, pulp and paper, and tourism industries, and both small- and medium-sized businesses. Governance in Northern Ontario assesses the role of the provincial government and its economic policy intervention in the region’s economic development. The contributors evaluate the relationship between the provincial and local governments and the business sector, and also looser structures of policy networks, such as those of First Nations and other interested community groups. Prisons don’t work, but prisoners do. Prisons are often critiqued as unjust, but we hear little about the daily labour of incarcerated workers — what they do, how they do it, who they do it for and under which conditions. Unions protect workers fighting for better pay and against discrimination and occupational health and safety concerns, but prisoners are denied this protection despite being the lowest paid workers with the least choice in what they do — the most vulnerable among the working class. Starting from the perspective that work during imprisonment is not “rehabilitative,” this book examines the reasons why people should care about prison labour and how prisoners have struggled to organize for labour power in the past. Unionizing incarcerated workers is critical for both the labour movement and struggles for prison justice, this book argues, to negotiate changes to working conditions as well as the power dynamics within prisons themselves.
