This report presents findings of a study of the Nova Scotia Special Protection Service that involved consultations with Department of Public Welfare staff, public hearings, receipt of submissions from interested parties, visits to institutions, and meetings with professionals. The study examined existing programs, facilities, and structure of the Special Protection Program and related institutions.
