Dryland Ecosystems
The People's Republic of China (PRC) suffers from some large-scale land degradation problems, posing a significant threat to the lives of local residents and to the future economic welfare of the nation. The dryland areas of the western PRC, which cover approximately 40% of the country's land area, contain some of the most severely degraded land in the world. With only about 7% of the world's farmland and 6% of the world's annual water runoff, the PRC must feed 22% of the world's population. With the assistance of the Global Environment Facility (GEF) and the Asian Development Bank, the PRC government established the PRC-GEF Partnership on Land Degradation in Dryland Ecosystems to address land degradation issues, reduce poverty, restore dryland ecosystems, and conserve biodiversity through an effective integrated ecosystem management (IEM) approach.
Making Grasslands Sustainable in Mongolia
Payments for environmental services (PES) are a potential mechanism to provide incentives for sustainable management of grasslands and reduction of greenhouse gas emissions. PES is not widely practiced in Mongolia, but has been included in the Green Development Strategy of the government. This paper reviews 50 PES schemes operating in grasslands and other grazing lands globally, including Mongolia. It discusses key issues related to the design of PES schemes in Mongolian grasslands, including potential benefits, risks, constraints, and trade-offs.
Strengthening Carbon Financing for Grassland Management in the People's Republic of China
Carbon emissions trading markets are one of the main policy mechanisms of the People's Republic of China (PRC) to encourage the reduction of greenhouse gas emissions. Grasslands cover 40% of the PRC's land area, and these contain large amounts of carbon. Restoration and sustainable management of these grasslands have large greenhouse gas mitigation potential. This publication assesses the potential of carbon market mechanisms to support the achievement of grassland policy objectives. It also reviews the state of national policy regarding climate change mitigation, particularly carbon markets, and outlines opportunities and challenges in producing carbon offsets from grasslands.
Managing Water Resources for Sustainable Socioeconomic Development
This study provides an overview of the water security situation in the People's Republic of China. It assesses the policy and institutional requirements for addressing issues and recommends strategic areas for strengthening and reform. The five dimensions of water security covered in the research are domestic water security, economic production water security, environmental water security, ecological water security, and resilience to water-related disasters. A summary of key policy recommendations identifies the essential measures needed to effectively move forward the alleviation of water security issues in different time frames.
