The People's Republic of China (PRC) suffers from some large-scale land degradation problems, posing a significant threat to the lives of local residents and to the future economic welfare of the nation. The dryland areas of the western PRC, which cover approximately 40% of the country's land area, contain some of the most severely degraded land in the world. With only about 7% of the world's farmland and 6% of the world's annual water runoff, the PRC must feed 22% of the world's population. With the assistance of the Global Environment Facility (GEF) and the Asian Development Bank, the PRC government established the PRC-GEF Partnership on Land Degradation in Dryland Ecosystems to address land degradation issues, reduce poverty, restore dryland ecosystems, and conserve biodiversity through an effective integrated ecosystem management (IEM) approach.
This publication presents the results of a 2-year effort to update environmental assessment in the People's Republic of China (PRC). The research was a collaborative effort involving the Asian Development Bank (ADB), the Ministry of Environmental Protection, the National Development and Reform Commission, and numerous other technical and research institutions in the PRC. Based on this research and extensive consultations, ADB proposes a wide range of programs and policies that will help improve environmental quality despite new and emerging sources of pollution and challenges to natural resources management. Inclusive growth and a green economy are the government's guiding principles for its development agenda under the 12th Five-Year Plan and beyond to 2020. To support these principles, the PRC needs to restructure its economic and fiscal systems to reflect environmental externality, expand the use of market-based instruments to control pollution, and introduce and implement legal reforms to clarify responsibility and promote cooperation.
Towards Sustainable Use of Rangelands in China’s North West is based on the program of the International Conference Implementing GEF Objectives in a Systems Framework held in Lanzhou, Gansu, China in October 2008. This collection reviews the extent of resource debasement in China’s pastoral zones and offers solutions for their sustainable use. The five parts deal with ran- lands, and the people who manage them, and assess prospects for implementation of more sustainable rangeland/livestock production systems. The rapid pace of growth, the sectoral structure of the economy, the sources of energy used, and increased urbanization are four large-scale drivers behind the complex environmental agenda of the People's Republic of China (PRC). To improve the quality of the ambient environment, the recently released Macro Strategic Research Report on the PRC's Environment recognized the need for changing the momentum of the four driving forces, and included visions throughout 2050 for long-term environmentally sustainable development. Revisiting these visions for the future, this paper examines the key elements that the government needs to keep in mind in its efforts toward environmentally sustainable development, and articulates the role that the Asian Development Bank can play in contributing to the government's environmental agenda in the next decade.

The Asian Development Bank has introduced significant changes in the way farmers and other stakeholders view and benefit from evolving approaches to sustainable land management (SLM) practices. Firmly embedded in SLM are the management and climate resilience of natural resources, which can be enhanced and scaled up by adopting a "landscape approach." This publication sets out how the landscape approach can contribute to overcoming major environmental and developmental challenges---focusing on rural areas of Asia and by examining prevalent forms of SLM (namely participatory forest management, terraces, conservation agriculture, and home gardens). This publication seeks to strengthen awareness of the landscape approach and facilitate the integration of its key elements into cooperation programs with its developing members.
Payments for environmental services (PES) are a potential mechanism to provide incentives for sustainable management of grasslands and reduction of greenhouse gas emissions. PES is not widely practiced in Mongolia, but has been included in the Green Development Strategy of the government. This paper reviews 50 PES schemes operating in grasslands and other grazing lands globally, including Mongolia. It discusses key issues related to the design of PES schemes in Mongolian grasslands, including potential benefits, risks, constraints, and trade-offs.
The new Accountability Mechanism became effective on 24 May 2012 after a full-scale review of the 2003 version. The review resulted in clearer and closer collaboration between the functions of problem solving—handled by the Office of the Special Project Facilitator (OSPF)—and those of compliance review by the Office of the Compliance Review Panel (OCRP). This report marks the first joint Accountability Mechanism Annual Report of the OSPF and OCRP in the spirit of promoting synergy in the new Accountability Mechanism. It outlines complaint-related activities of the OSPF and OCRP in 2012 and touches on its outreach and the information-sharing initiatives of the new Accountability Mechanism. Background ADB's Accountability Mechanism allows persons affected by ADB-assisted projects to submit complaints about harm resulting from those projects. It is guided by the principles of: responsiveness to project-affected persons’ concerns; fairness to all stakeholders; independence and transparency; cost effectiveness and efficiency; and complementing other ADB systems (including supervision, audit, and quality control).
