A Decade of Light and Shadow
This publication evaluates the key economic, social and political developments in the Latin American and Caribbean region during the 1990s, a period of transition and reorientation,. It was marked by instances of progress, stagnation and reverses, with the speed of progress variable between countries and sectors. Chapters discuss: the global and regional context, macroeconomic performance, structure and performance of good-producing sectors, infrastructure service sectors, social sectors, sustainable development, economic and social performance, and the restructuring of national territories.

La desigualdad en las condiciones de desarrollo económico y social de los territorios de América Latina es un tema central en la agenda de políticas públicas de la región. En las últimas décadas, la concentración de la población en pocos territorios no ha retrocedido, las estructuras económicas mostraron una tendencia a la polarización en algunas regiones y la convergencia económica regional se estancó. Las dinámicas regionales que amplían o reducen las diferencias llaman a estudiar y aplicar políticas específicas centradas en los focos espaciales de innovación, las formas de difusión económica y espacial de los dinamismos, los efectos de arrastre y las modalidades de exclusión.

The COVID-19 pandemic has highlighted the need for governments to generate the necessary capacity to address important security and institutional challenges; this volume deepens our understanding of the nature and extent of state governance in Latin America.
