Here is a timely, insightful book that greatly increases the effectiveness of human service professionals and the organizations in which they function. Organization, Policy, and Practice in the Human Services is the first such text to bring together in a systematic fashion the concepts of organizational theory, policy, and practice in the human services. Offering a basic orientation to the structure and operations of social service organizations, Neugeboren addresses society’s need for the successful operation of these complex institutions in our highly organized society. He also calls for a re-examination of what is meant by “dependency” and postulates new methods of dealing with the ...

The End Game

Winner of the Outstanding Publication Award, Section on Aging and the Life Course, American Sociological Association Senior citizens from all walks of life face a gauntlet of physical, psychological, and social hurdles. But do the disadvantages some people accumulate over the course of their lives make their final years especially difficult? Or does the quality of life among poor and affluent seniors converge at some point? The End Game investigates whether persistent socioeconomic, racial, and gender divisions in America create inequalities that structure the lives of the elderly. “Avoiding reductionist frameworks and showing the hugely varying lifestyles of Californian seniors, The End G...

From the Puritans to the Projects

From the almshouses of seventeenth-century Puritans to the massive housing projects of the mid-twentieth century, the struggle over housing assistance in the United States has exposed a deep-seated ambivalence about the place of the urban poor. Lawrence J. Vale's groundbreaking book is both a comprehensive institutional history of public housing in Boston and a broader examination of the nature and extent of public obligation to house socially and economically marginal Americans during the past 350 years. First, Vale highlights startling continuities both in the way housing assistance has been delivered to the American poor and in the policies used to reward the nonpoor. He traces the stormy...

Recognizing Public Value

Moore’s classic Creating Public Value offered advice to managers about how to create public value, but left unresolved the question how one could recognize when public value had been created. Here, he closes the gap by helping public managers name, observe, and count the value they produce and sustain or increase public value into the future.

Islands in the Street

From the Introduction:The overall goal of the research project was to understand the gang phenomenon in the United States. In order to accomplish this goal, I thought it necessary to understand what was similar in the way all gangs behaved and what was idiosyncratic to certain gangs. In addition, I thought it was also necessary to understand why certain gangs grew, others declined but lingered on, and others declined and died. What follows is an explanation of the research design, the method of data gathering, the method of data analysis and presentation, and some ethical issues related to the research. Past research on gangs had for the most part focused on gangs in one section of a city, gangs in one city, or gangs of one ethnic group. In order to understand the nature of the gang as an organization and the gang phenomenon in general, I believed it was necessary to undertake a comparative study. This was the only way to understand what gangs have in common with each other and what is idiosyncratic to particular gangs.

The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sw...
