In February 2020, the Coronavirus pandemic became a worldwide health emergency, and in April of that year, the ITU and the WHO created a joint declaration to show their commitment to using ICTs to overcome the pandemic. Technologies and African Societies in Pandemic Times explores the impact of Covid-19 on African societies in North and West Africa through the lens of technology and social media. The authors of this book highlight how everyday people dealt with the pandemic from its onset, through the process of the development of the vaccine and to its eventual dissemination. This book tells stories of survival, of coping and, eventually, of economically thriving. The authors also describe how, in this extremely challenging moment for humanity, people used music, art and social media to reinvent the community, to share joy and pain and to try to remain connected.

The integration and use of information and communication technologies (ICT) in African countries is increasingly observable in various sectors of activity (banking, education, trade, etc.) despite a digital divide still relevant. ICT has become a major sector of the recent growth of a new informal economy in African cities (Chéneau-Loquay, 2008). This question has been at the heart of various international meetings. An overall positive and even utopian momentum is generally heard about the contribution of digital technologies to the development of African states. Ethics of Transitions
This book covers all forms of ethical assessment of research and innovation at the European Commission, including the implications of the concept of RRI which has emerged as a new framework to be used by the European Commission, and indeed including the newer concepts of Open Innovation and Open Science which are designed to subsume and reconfigure RRI. Responsive Ethics and Participation
Taking stock of the overall confused picture that research and innovation (R&I) literature and practices offer with regard to citizen and stakeholder participation, this book provides a methodical conceptual and an empirical analysis to determine the connection between ethics and participation. Strong theoretical pillars in the fields of ethics, politics and responsible research and innovation (RRI) form the backbone of this critical approach to participation, which considers new approaches to democratic participation. Care in Technology analyzes the historical changes that have led technology to become an unthinkable part of care, and care an unthinkable part of technology. It also establishes the conditions for care to once again become a regulatory principle of the activity of engineers who design technology.
Responsible Deliberation, between Conversation and Consideration
Communication is a crucial issue in our complex societies tinted by distrust. It is the core of democratic life and almost all human and social actions. Therefore it is essential for communication to be responsible. But responsible communication cannot only be conceived as a deontological issue, framed by ethical compliance requirements or good practices promotion. It should be considered with all the virtualities of communication, from conversation to consideration, going through narrative, interpretation and argumentation. Indeed each of these communicational capacities has its properties, assets, complementarities and limitations. They constitute different ways to be responsive. This book offers a contribution to the debate of Theory of Deliberative Theory (TDD), reexamined here within its different inspiration sources, notably the opposition between communicational turn and system, the fact of moral pluralism and the public reason.
