This book is a history of the struggle for independence after East Timor was invaded by Indonesia in 1975. The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. This Handbook focuses on the former group, on the insurgencies and counter-insurgencies fought out as European overseas empires collapsed. The depth and intensity of the transformation in Eastern and Central Europe in the 1980's and 1990's took most diplomats and political commentators by surprise. Needless to say, European politics now looks completely different from how it did during the stale years of the Cold War. This volume is an in-depth analysis of one aspect of the transformation - namely the Baltic States' struggle to regain the statehood they had lost in the Soviet occupation in June 1940. It analyses the claim of illegality of the Soviet occupation, arguments about possible prescription, the legal consequences of illegality as well as the restoration of the statehood of the three Baltic States after 1990. The relevant facts are clearly described and the application of the legal rules is skillfully based on arguments from precedent and legal principle. The author also discusses the question of the significance of (pure) legal status, detached from the enjoyment of rights and obligations which that status entails in law. Communication in the broadest sense gains increasing importance in UN peace missions. However, a gap between demand and reality can be observed that points to a multitude of problematic issues. These are taken up by the thesis and it is finally argued: Successful communication strategies need to be aligned to the goals and tasks of the UN mission on all levels in order to be credible; they need to be conflict and context responsive, inclusive and participatory, consider cultural peculiarities and cross vertical as well as horizontal conflict lines. In the tradition of conflict transformative approaches a framework for analysis and evaluation of communication strategies is built and applied to the UN peace missions in Timor-Leste and Nepal. Derived is a dynamic model for the design of communication strategies that covers all relevant fields of action and performances.
