Estimado lector, el libro que tiene usted en sus manos es un manual completo para desarrollar una planeación municipal eficiente. Tal guía fue pensada después de descubrir que, por años, algunos bufetes privados se aprovechaban frecuentemente de los presidentes municipales entrantes dado el desconocimiento de éstos tenían ante la normatividad y los pasos que debían seguir de cara a elaborar un Plan de Desarrollo Municipal. Se puede asegurar que esta es una obra teórica-práctica, la cual fue elaborada para la comunidad estudiantil xalapeña, como lo son la Universidad Veracruzana y El Colegio de Veracruz. Sin duda, el presente documento constituye un encomiable esfuerzo intelectual por medio del cual el Ayuntamiento se puede ahorrar tanto en el aspecto económico, por el cobro excesivo que se hace por este tipo de planes, como también en el plano gerencial, pues les servirá para estructurar mejor la administración pública del municipio.
Government-Business Relations and Regional Development in Post-Reform Mexico
This book explores the political economy of subnational development in Mexico. Like much of Latin America, Mexico underwent market reforms and democratization in the late 20th century. In addition to transforming national institutions, these changes led to sharp political and economic divergence among Mexican states. The author offers a novel explanation for these uneven results, showing how relations between local governments and organized business gave rise to distinct subnational institutions for managing the economy. The argument is developed through a paired comparison of two states in central Mexico, Puebla and Querétaro. This work will be of interest to students of Latin American and Mexican politics, regional development, and government-business relations.
