We are delighted to introduce the proceedings of the first edition of the Workshop on Multimedia Education, Learning, Assessment and its Implementation in Game and Gamification. This Workshop has brought researchers, developers and practitioners around the world who are leveraging and developing the education, media learning and scientific technology. We strongly believe that this Joint Workshop on Multimedia Education, Learning, Assessment and its Implementation in Game and Gamification provides a good forum for all researcher, developers and practitioners to discuss all scientific and technological aspects that are relevant to Digital Society. We also expect that the future Workshop will be as successful and stimulating, as indicated by the contributions presented in this volume.

The ITM conference series has always had a strong spirit of cooperation under the NATO/CCMS umbrella, and with the considerable interest fram Partner countries to participate in the ITM conferences, it provides an excellent opportunity to create ties between scientists. Whereas all previous ITM conferences have taken place in NATO countries, the 23rd ITM takes place in a Cooperative Partner country, Bulgaria, and is hosted by the National Institute of Meteorology and Hydrology, Bulgarian Academy of Sciences. World Bank Technical Paper No. 378. In the cities of Nepal's Kathmandu Valley, the main contributor of air pollution comes from the transport sector, followed by power plants, industrial units, and burning of garbage. Fuel quality and engine conditions significantly influence the level of air pollution. In response to this growing problem, the Urban Environment Management Committee was launched to assist local institutions in developing action plans that would be an integral part of their air quality management system. This report focuses on the development of the air quality management system and concludes with an action plan for air pollution abatement that takes into account the economic costs and benefits of abatement measures for the Kathmandu Valley.

Acid rain, photochemistry, long-range transport of pollutants, greenhouse gas emissions and aerosols have dominated tropospheric air pollution for the last 30 years of the 20th century. At the start of the 21st century, acid rain is subject to planned improvement in Europe and North America, but is still a growing problem in Asia.
