The Responsibility to Protect
The controversy on the subject of the responsibility to protect ranges from believers in the use of military force as a last resort in situations where it can stop large scale human rights violations to those who completely oppose military interventions. Participants to a seminar, organized in 2005 by the Commission of Churches on International Affairs look at humanitarian intervention from theological, ethical and political perspectives. Participants divided themselves into four working groups that worked in four sessions that dealt with the responsibility to prevent conflict and human rights violations, on what are the alternatives when national authorities fail their citizens, what are the criteria for intervention and what happens when international authorities fail to protect human rights violations as it happened with Palestinian refugees and what is the international legal framework in dealing with international failure.
