The issue is especially strategic to the extreme right-wing groups surrounding Jair Bolsonaro, the president elected in 2018. For them, the 1964 coup is cherished and celebrated, marking defeat of the left and the beginning of a political regime oriented towards order and progress. Addressing the current debate regarding the liabilities and merits of presidential government, this work asks: does presidentialism make it less likely that democratic governments will be able to manage political conflict, as many prominent scholars have argued? With the unprecedented wave of transitions to democracy since the 1970s, this question has been hotly contested in political and intellectual circles all over the globe. The contributors to this volume examine variations among different presidential systems and sceptically view claims that presidentialism has added significantly to the problems of democratic governance and stability. The contributors argue that presidential systems vary in important ways, mostly according to the constitutional powers accorded to the president to affect legislation and the degree to which presidents parties control legislative majorities.

Concerns about democratization in Latin America today center not on the threat of authoritarian regression, but on the depth, quality, fairness, and completeness of democratization thus far. Large-scale economic and social reforms, stronger and more complex civil societies, and processes of integration and globalization call for new approaches in order to understand the unfolding of democracy in the region. In this context, the contributors to this volume explore the often disjunctive aspects of Latin American democracy, providing a nuanced understanding of contemporary democratic governance.
Brazil was one of the most successful examples of state-led industrialization in the post-1945 era. Yet, on the surface, the Brazilian bureaucracy appears highly fragmented, personalized, and ad-hoc. Ben Ross Schneider looks behind this fa ade to explain how the Brazilian bureaucracy contributes to industrialization by analyzing career patterns and appointments which structure incentives and power more than formal organizations or institutions. Politics and personalism, of the right sort, Schneider argues, can in fact enhance policy effectiveness and state capacity.
