"As Uganda's government plans for presidential and parliamentary elections in February 2011, freedom of expression across the country is in significant jeopardy. The government--which has been under the control of President Yoweri Museveni and his ruling National Resistance Movement party for 24 years--is clamping down on journalists who criticize its actions, voice support for the opposition, or report on alleged human rights abuses, corruption, and state mismanagement. Human Rights Watch has found over the course of 90 interviews that Ugandan print and radio journalists are facing increasing criminal charges, threats, and harassment. A Media Minefield details how Ugandan authorities have b...

"As Ugandans head to parliamentary and presidential elections in February 2016, freedom of expression and association are under serious threat. Political tensions are running high and the government faces public discontent on a range of issues, such as government allocation for health and education services, corruption, widespread unemployment combined with a massive youth population and the rising cost of living. In response, during the past year, numerous state agencies and officials--police, internal security officials, and resident district commissioners (presidentially appointed senior civil servants who monitor government programs and security in each district)--have engaged in a range of tactics to intimidate and obstruct speech critical of the government, particularly in rural areas and during non-English radio broadcasts outside of Kampala, where government action is subject to less international and domestic scrutiny"--Publisher's description.

This report examines the conduct of three companies in different stages of the mining process: East African Mining, Jan Mangal, and DAO Uganda. Human Rights Watch found that companies have explored for minerals and actively mined on lands owned and occupied by Karamoja's indigenous people. But the Ugandan government, in partnership with the private sector, has excluded customary land owners from making decisions about the development of their own lands and has proceeded without their consent. Human Rights Watch also found that donors, including the World Bank, have failed the people of Karamoja by working to enhance the burgeoning mining sector without addressing indigenous people's rights, including the right to development.

"The 63-page report documents Uganda's failure to hold the highest members of its government accountable for large scale graft, despite repeated pledges to eradicate corruption and good technical work from investigators and prosecutors. The groups analyzed officials' use of legal loopholes and laws that insulate political appointees from accountability to elude punishment. A lack of political will has crippled Uganda's anti-corruption institutions, undermining their efforts through political interference, harassment, and threats, Human Rights Watch and the Lowenstein Clinic found"--Publisher's website.

"This 50-page report documents increasing government attacks on organizations whose focus includes oil revenue transparency, land acquisition compensation, legal and governance reform, and protection of human rights, particularly the rights of lesbian, gay, bisexual, and transgender (LGBT) people. Both government ministers and district-level officials have engaged in obstruction, Human Rights Watch said."--Publisher's website.
