Recent studies on the meaning of cultural diplomacy in the twentieth century often focus on the United States and the Cold War, based on the premise that cultural diplomacy was a key instrument of foreign policy in the nation’s effort to contain the Soviet Union. As a result, the term “cultural diplomacy” has become one-dimensional, linked to political manipulation and subordination and relegated to the margin of diplomatic interactions. This volume explores the significance of cultural diplomacy in regions other than the United States or “western” countries, that is, regions that have been neglected by scholars so far—Eastern Europe, Asia, and the Middle East. By examining cultural diplomacy in these regions, the contributors show that the function of information and exchange programs differs considerably from area to area depending on historical circumstances and, even more importantly, on the cultural mindsets of the individuals involved.

This book analyses the legal aspects of international claims by indigenous peoples for the repatriation of their cultural property, and explores what legal norms and normative orders would be appropriate for resolving these claims. To establish context, the book first provides insights into the exceptional legislative responses to the cultural property claims of Native American tribes in the United States and looks at the possible relevance of this national law on the international level. It then shifts to the multinational setting by using the method of legal pluralism and takes into consideration international human rights law, international cultural heritage law, the applicable national laws in the United Kingdom, France and Switzerland, transnational law such as museum codes, and decision-making in extra-legal procedures. In the process, the book reveals the limits of the law in dealing with the growing imperative of human rights in the field, and concludes with three basic insights that are of key relevance for improving the law and decision-making with regard to indigenous peoples’ cultural property.

Performing Peace and Friendship tells the story of how the Soviet Union succeeded in utilizing the World Festival of Youth and Students in its cultural diplomacy from late Stalinism through the early Khrushchev period. Pia Koivunen discusses the evolution of the youth gathering into a Soviet cultural product starting from the first festival held in Prague in 1947 and ending with the Moscow 1957 gathering, the latter becoming one of the most frequently referred moments of Khrushchev’s Thaw. By combining both institutional and grass-roots’ perspectives, the book widens our understanding of what Soviet cultural diplomacy was in practice, re-evaluates the agency of young people and provides new insights into the Soviet role in the cultural Cold War. Koivunen argues that rather than simply being orchestrated rallies by the Kremlin bureaucrats, the World Youth Festivals also became significant spaces of transnational encounters for young people, who found ways to employ the event for overcoming the various restrictions and boundaries of the Cold War world.

Drawing on thousands of historical documents from Polish and Dutch archives, this book explores Cold War cultural exchange between so-called ‘smaller powers’ of this global conflict, which thus far has been predominately explored from the perspective of the two superpowers or more pivotal countries. By looking at how cultural, artistic and scholarly relations were developed between Poland and the Netherlands, Michał Wenderski sheds new light on the history of the Cultural Cold War that was not always orchestrated solely by its main players. Less pivotal states – for example, Poland and the Netherlands – likewise intentionally created their international cultural policies and shaped their cultural exchange with countries from the other side of the Iron Curtain. This study reconstructs these policies and identifies the varying factors that influenced them – both official and less formal.
