La incorporación de estas variables no solo enriquece la planificación ambiental a nivel territorial, sino que también proporciona una guía integral para la ordenación del recurso hídrico. Este enfoque holístico examina de manera detallada el entorno esencial, con el objetivo de prevenir la contaminación, mitigar la escasez del agua y gestionar efi- cazmente eventos adversos como inundaciones y tragedias derivadas de la invasión de las áreas ribereñas.

Las preocupaciones por la preservación y conservación del recurso hídrico como activo ambiental valioso lo establecen como un elemento ecológico y ambiental esencial para la vida en este planeta. La sensación de la escasez y el estrés hídrico conllevan a un análisis del manejo adecuado del mismo y a mantener la congruencia con este. En términos de oferta y demanda, hoy por hoy, se considera que el agua es un recurso enteramente precioso que, por el temor de la escasez y la contaminación, deberá negociarse en las grandes bolsas internacionales de acciones; por ello, ante la gran demanda de agua en condiciones de continuidad, acceso, equidad y calidad del servicio, se establece que la potabilización del agua gana terreno por la oportunidad de conocer, apropiarse y entender las diversas posibilidades para obtener agua potable apta para el consumo humano.
