Italy was among the first countries to introduce drastic measures to reduce mobility in order to prevent the diffusion of COVID-19. On March 9, 26 out of 111 provinces were subject to severe limitations on individual mobility between municipalities. One day later, new restrictive measures were introduced in the whole country with no regional distinctions: this continued until June 3 when the limits on movements across regions were eventually lifted. By looking at these watershed moments, this paper explores, for the first time, the impact of the adoption and the removal of restrictive measures on changes in individual mobility in Italy. By using a spatial discontinuity approach, we show that these measures were effective in that they lowered individual mobility by about 7 percentage points relative to what is accounted for by the characteristics of the local population and the disease. The analysis shows, however, that local features played an important role after the travelling bans were lifted: the catching up with pre-COVID-19 patterns has been stronger in those areas where the labour force is relatively less exposed to the risk of contagion and less likely to work from home.

This study investigates the recent trends in labour market power in Italy and assess-es the impact of a potential minimum wage using a large sample of manufacturing firms. We show that, despite an average shift of labour market power from the own-ers to the workers, monopsony power is still widespread, especially in some sectors and regions. The introduction of a minimum wage would be beneficial to workers and the economy as it reduces the monopsony power of highly productive firms paying low wages; however, it may also have a negative impact, since firms with low wages and low labour productivity may react by reducing the number of their em-ployees or even by exiting the market. Finally, we defined that an optimal minimum wage, which minimises the negative effect and maximises the positive effect for the economy, ranges between 8.25 and 9.65 euro per hour.

Globalization and Electoral Outcomes

We study whether and to what extent the electoral dynamics in Italy over the 1994-2008 period can be explained by the development of economic factors associated with globalization. To measure the level of exposure to globalization for local labor markets, our main unit of analysis, we use the intensity of import competition from China and the presence of immigrants. Looking at parties' political positions and employing an estimation strategy that accounts for endogeneity and time-invariant unobserved effects across local labor markets, we find that both immigration intensity and exposure to import competition from China have contributed positively to the electoral outcomes of far-right parties, whereas only the former has produced a positive effect on the votes of right-wing and traditionalist/authoritarian/nationalist parties. On the other hand, neither of them has had an effect on far-left parties. Moreover, electoral turnout has responded negatively to an increased presence of migrants. While the above effects seem to work through the mediation of labor markets, the results suggest that other mechanisms at the level of local communities are also at play.
