Incidents of piracy doubled in number from 2008 to 2009, highlighting the need for stronger measures to combat the problem. At the same time, the threat from terrorist actions in the maritime environment also represents an increasingly worrying trend. This book presents the proceedings of the NATO Centre of Excellence – Defence Against Terrorism (COE-DAT) Advanced Research Workshop, entitled ‘Maritime Security and Defence Against Terrorism’, held in Ankara, Turkey, in November 2010. The workshop consisted of four sessions: threats in the maritime environment; vulnerabilities and sensitivities of maritime security; combating the threats to maritime security and maritime terrorism; and l...

Threats in Context: Identify, Analyze, Anticipate begins with the premise that a risk assessment is relevant primarily—and hinges upon—the correct evaluation of the threat. According to the author, all the other stages of the risk evaluation are, in fact, dependent on getting the understanding and measurement of the threat right. Despite this truism, many risk assessment methods (i.e., the process of determining the threat) tend to rush through a vague typology, offer minimal classifications, utilize an often-outdated list of potential malevolent actions—all of which are based on precedent occurrences. In 1996, the National Issues Convention (NIC) assembled a national sample of 459 Americans on the campus of the University of Texas at Austin. This diverse group of Americans was seen and heard nationally. They spent three days in small group discussions of major public issues and participated in two live PBS telecasts moderated by Jim Lehrer where they questioned Vice President Al Gore and four contenders for the Republican presidential nomination. This experiment in democracy was an innovative step that engaged the ongoing debate about mass communication and democracy. The Poll With a Human Face details this innovative event, the arguments and logic behind it, the experiences of the delegates and journalists involved in the NIC, and social science research analyzing the news coverage and its effects. This book is both a specific case study of the NIC and a broad scale contribution to the discipline of political communication.
